DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors:
1. Approve a revenue agreement with the California Department of Housing and Community Development for $1,968,381 to accept the Homeless Housing Assistance and Prevention Round 6 grant award to provide supportive housing services to assist behavioral health clients in maintaining independent community housing for the current period through June 30, 2030; and
2. Delegate authority to the County Administrator to execute the agreement and other related documents necessary to receive the grant funding; and
3. Approve an Appropriation Transfer Request for $1,968,381 to add appropriations and grant revenue to the FY2026/27 Working Budget (4/5 vote required).
SUMMARY:
The California Department of Housing and Community Development (HCD) released the Notice of Funding Availability for Homeless Housing Assistance and Prevention (HHAP) Round 6 on February 24, 2025. This sixth round of funding is intended to support county efforts to address homelessness by providing critical resources to sustain and expand effective solutions for vulnerable populations.
The HHAP Round 6 application included submission of a local homelessness action plan and locally defined outcome goals aligned with State HHAP performance measures. Solano County Health and Social Services (H&SS) Behavioral Health Division’s regionally coordinated homelessness action plan included a landscape analysis that assessed the current number of people experiencing homelessness, system performance measures, existing programs, and funding that addresses homelessness within Solano County’s jurisdiction. The plan emphasizes coordination of efforts across jurisdictions, efforts to ensure racial equity in providing services and outcomes, and key actions to improve performance.
HHAP 6 grant funding will be used to sustain existing housing, support, and resources in the community.
FINANCIAL IMPACT:
As the Department anticipates expending the funding in this fiscal year, an Appropriation Transfer Request for $1,968,381 is recommended to add appropriations and grant funding to the FY2026/27 Working Budget.
DISCUSSION:
The Solano County H&SS, Behavioral Health Division, has previously received HHAP Rounds 1 through 5 funding allocations to support housing and homelessness initiatives serving individuals with behavioral health needs. All HHAP rounds required applicants to demonstrate regional coordination and a local homelessness action plan outlining goals, strategies, and investments intended to reduce homelessness and improve long-term housing stability outcomes.
Previous rounds of HHAP funding supported the development of 16 board-and-care beds at the Beck Campus for individuals experiencing mental illness, supported ongoing services for residents of the No Place Like Home units at Fair Haven Commons in Fairfield, sustained supportive housing services and rental subsidy assistance for individuals with serious mental illness through contracts with providers such as Caminar and Abode Services, and continued supporting critical housing stabilization and tenancy support services.
HCD released the Notice of Funding Availability for HHAP Round 6 on February 24, 2025 which was authorized through Assembly Bill 166.
HHAP Round 6 funding will be used to continue sustaining Solano County Behavioral Health’s existing housing, support, and resources. Many of these services, including assistance with maintaining independent housing, landlord engagement, and securing affordable housing units, were initially developed through one-time grant funding sources.
Per the HHAP Round 6 award agreement, H&SS, Behavioral Health Division, must contractually obligate no less than 75% of the award, and expend no less than 50% of the award by June 30, 2027. State requirements limit administrative expenditure to no more than 7% of the total HHAP allocation. Additionally, at least 10% of funds must be used to serve youth and young adults ages 12 through 24. Behavioral Health will continue serving eligible families and transition-age youth through the identified housing resources and supports.
Behavioral Health coordinated the development of the required HHAP Round 6 application materials in partnership with the Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA), which submitted a separate HHAP funding plan on behalf of the Solano County Continuum of Care (CoC), locally known as Housing First Solano. Homebase, a nonprofit organization that provides administrative and technical assistance to H&SS and the CAP Solano JPA, conducted the required homelessness landscape analysis and facilitated community engagement activities throughout 2025, including listening sessions, forums, interviews, and stakeholder presentations to inform the local homelessness action plan. Participants included city representatives, homelessness service providers, Solano County staff, healthcare representatives, advocates, and other community stakeholders.
ALTERNATIVES:
The Board could choose to decline the State HHAP Round 6 allocation. This is not recommended, as HHAP Round 6 will provide funds to assist Solano County with delivering a broad array of supportive housing services to behavioral health clients.
OTHER AGENCY INVOLVEMENT:
H&SS, Behavioral Health Division, worked with CAP Solano JPA, cities within the county, and community homelessness stakeholders to develop the required HHAP Round 6 application documents.
