SUMMARY:

In November 2023, the Solano County Board of Supervisors allocated up to $1,400,000 over two years from the Community Investment Fund Deep Programming category for homeless prevention services. As part of the initiative, the Board also agreed to partner with All Home and receive $1,200,000 over two years as match for the project, utilizing the All Home prioritization model for the Keep People Housed - Solano program. In June 2024, in response to Request for Proposals (RFP) 2024-03 Homelessness Prevention Grant the Board approved a recommendation to contract with United Way California Capital Region to provide direct financial support and case management to stabilize families and individuals to prevent homelessness.

Since that time, All Home has identified an additional $1,450,000 to put toward the project increasing their funding from $1,200,000 to a total of $2,650,000 over two years. This brings the  total to $4,050,000 ($2,025,000 per year for FY2024/25 & FY2025/26) from the Community Investment Funds Deep Programming category.

This item brings forward the agreements with All Home and United Way California Capital Region for the new funding amount along with an Appropriation Transfer Request to increase the FY2024/25 Community Investment Fund budget to accommodate the new funds.

FINANCIAL IMPACT:

Initial funding for this project is included in the Community Investment Funds FY2024/25 Working Budget including $700,000 in General Fund dedicated from the Community Investment Fund and $600,000 of funding from All Home. This item brings forward an ATR for an additional $725,000 in unanticipated revenue in FY2024/25 funded through the revenue agreement with All Home.

DISCUSSION:

In July 2024, All Home notified the County that they had an additional $725,000 per year for two years of philanthropic resources to dedicate toward the Keep People Housed - Solano program. This brings the total annual funding from All Home toward homeless prevention in Solano County to $1,325,000 per year for two years.

Based on this increased funding, staff have renegotiated the contract with United Way California Capital Region (UWCCR) to include this increased amount to serve additional households. UWCCR was identified through an RFP process and in June 2024, the Board approved for an award of funding for homeless prevention in the amount of up to $2,600,000. The contract provided to your board today, includes the additional $1,450,000 from All Home for a total of $4,050,000.

In addition to the funding from the Community Investment Fund and All Home, the Community Action Partnership Solano Joint Powers Authority will contract directly with UWCCR for funding of $200,000 a year over two years from Homeless Housing, Assistance and Prevention Round 3 funds (HHAP3), to assist those individuals at imminent risk of becoming homeless. Additionally, Season of Sharing will also contract directly with UWCCR bringing an additional $600,000 a year to these efforts.

This brings the total amount of annual funding toward the Keep People Housed - Solano homeless prevention program to $2,825,000 as follows:

$700,000 - Community Investment Fund (Solano County General Fund)

$600,000 - All Home (Original)

$725,000 - All Home (Expansion)

$200,000 - CAP Solano JPA

$600,000 - Season of Sharing

ALTERNATIVES:

The Board could choose not to approve the agreements. This is not recommended as $1,400,000  in funds were allocated by your Board in November 2023 at with an additional $2,650,000 from All Home providing a $4,050,000 investment in our homelessness prevention in Solano County.

OTHER AGENCY INVOLVEMENT:

First 5 Solano is administering the CIF on behalf of the County Administrator’s Office. County Counsel has reviewed and approved the agreements.
