DEPARTMENTAL RECOMMENDATION:

 

Supervisor Williams recommends that the Board of Supervisors adopt and present a resolution recognizing June 19, 2026, as Juneteenth Day in Solano County and authorize displaying the Juneteenth Flag at the County Administrative Building June 10-30, 2026.

 

SUMMARY/ DISCUSSION:

 

Juneteenth, also known as Emancipation Day or Freedom Day, is a celebration of African American resilience, achievement, and the preservation of historical narratives that honor the ongoing pursuit of freedom, equality, and advancement.

 

Juneteenth commemorates the end of slavery in the United States, including the events of June 19, 1865, when approximately 2,000 Union troops arrived in Galveston Bay, Texas, and announced that more than 250,000 enslaved Black people in Texas were free by executive decree. This announcement came more than two and a half years after President Abraham Lincoln issued the Emancipation Proclamation.

 

Juneteenth was first recognized as a federal holiday in 2021, when President Joseph R. Biden signed the Juneteenth National Independence Day Act into law.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Board’s FY2025/26 Working Budget.  The costs associated with preparation and purchase of the resolution materials are included in the Board’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to adopt this resolution but that would not be recommended given the significance of what is being recognized, and all that Juneteenth represents.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
