DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors approve an Appropriation Transfer Request recognizing $833 in unanticipated grant revenue from the 2023 Bay Area Urban Area Security Initiative funds offset by increased appropriations to rebudget grant related expenditures. (4/5 vote required)
SUMMARY/DISCUSSION:
Solano County was awarded 2023 Urban Area Security Initiative (UASI) grant funds in the amount of $126,351 to purchase up to 16 multi-band first responder portable radios to allow Solano County first responders to communicate on multiple frequencies when responding to man-made and natural disasters.
On December 5, 2023, the Board adopted a resolution approving participation in the 2023 UASI grant and affirmed the grant expenditure plan. The Sheriff’s Office of Emergency Services (OES) ordered the portable radios; however, the radios were on backorder and the County has received partial shipments throughout FY2023/24 and FY2024/25, with the final shipment of radios being received in July 2025. In response to the shipment delay, the Bay Area UASI Group approved an extension of the grant term from December 31, 2024 to August 31, 2025. It was anticipated that this grant would be fully expended by the end of FY2024/25; therefore, there are no appropriations to finalize this 2023 UASI purchase were included in the FY2025/26 Recommended Budget.
Due to the timing of the final shipment and the need to receive the final grant funds, the Sheriff’s Office is requesting the Board approve an Appropriation Transfer Request (ATR) recognizing $833 in unanticipated grant revenue from the 2023 Bay Area UASI funds offset by increased appropriations to rebudget grant related expenditures.
FINANCIAL IMPACT:
The remaining balance of the 2023 UASI grant funds is $833. The Appropriation Transfer Request (ATR) will recognize the unanticipated grant revenue from the 2023 Bay Area UASI funds offset by increased appropriations to rebudget grant related expenditures to complete the purchase of portable radios. This expenditure is entirely offset with grant revenue; therefore, Board approval will not impact the County General Fund.
The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board of Supervisors could choose not to approve the ATR; however, this action is not recommended as that would not allow the County to fully expend the grant award.
