DEPARTMENTAL RECOMMENDATION:

 

The Director of Human Resources recommends that the Board of Supervisors:

 

1.                     Approve a contract with Governmentjobs.com, Inc. (dba “NEOGOV”) in the amount of $128,288 for the implementation of NeoGov Learn, the County’s new Learning Management System (LMS), for the term of September 1, 2026, through June 30, 2028; and

2.                     Delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate amount of $74,999.    

 

SUMMARY

 

A Learning Management System (LMS) is a central repository for employee training records. It is used to schedule and track employee training and keep records of these trainings. An LMS may also house specific training content, such as webinars, PowerPoint presentations, overview/objectives, training provider information, etc. LMSs assist the County by scheduling, tracking, storing, and conducting employee training and maintaining training records in a centralized location to track compliance and produce accurate and timely training records. An LMS is of particular importance in meeting the requirements of Senate Bill (SB) 513, which requires an employer to provide specific employee training record content as part of personnel file reviews by maintaining the training records and reporting capabilities necessary to respond to personnel file requests.

 

The Department of Human Resources (HR) seeks to transition from Target/Vector Solutions to NeoGov Learn to align its learning platform with existing HR and talent management systems, streamline administrative processes, and enhance the employee learning experience. HR, in collaboration with the Department of Information Technology (DoIT), determined that transitioning to the NeoGov Learn LMS would provide better integration with the County’s existing NeoGov platform while improving functionality and reducing administrative inefficiencies. NeoGov Learn will replace the County’s existing Target/Vector Solutions LMS upon implementation.

 

FINANCIAL IMPACT:

 

The total contract amount is $128,288 for the period of September 1, 2026, through June 30, 2028, and includes software setup and subscription for two years. Funding for Year One ($48,156) is included in HR’s FY2026/27 Working Budget. Funding for Year Two ($80,131) will be requested as part of HR’s FY2027/28 Requested Budget.

 

If funding for Year Two is not approved during the budget process, the contract includes “Termination for Non-Appropriation of Funds” provisions, which protect the County by allowing termination of the remaining contract term with no additional cost or penalty.

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.

 

DISCUSSION:

 

As part of the LMS evaluation process conducted by HR met and DoIT, HR documented training needs and compliance requirements. DoIT conducted research on different training platforms based on those needs and determined that NeoGov met the requirements for most County departments. NeoGov is integrated with PeopleSoft, the County’s HR employee system, for onboarding and applicant/recruitment processes, and performance management. The NeoGov Learn product (aka LMS) would require less implementation time and resources, and the NeoGov team is familiar with PeopleSoft. Additionally, the system provides all the elements needed for a comprehensive, interactive training platform, including automated notifications for scheduling, past due training, automated routing for approvals, varying administrator level clearances, the ability to store and create training material within the platform, and a central repository for all records.

 

The Sheriff’s Office and the Department of Health and Social Services (H&SS) will continue to have specialized training needs that are best met through department-specific systems. H&SS requires a provider credentialing platform and division specific training as mandated by the State, while the Sheriff’s Office requires software designed to support law enforcement training, certifications, and compliance requirements.

 

As part of its evaluation, DoIT also reviewed alternative software solutions.  The products reviewed addressed specific operational needs within individual departments; however, none provided the broad enterprise functionality and integration capabilities needed to serve as the County's primary learning management system.

 

Since 2021, HR has successfully utilized several NeoGov modules. Expanding this partnership to include NeoGov Learn will allow the County to fully integrate its LMS with existing HR platforms, improve data consistency, and enhance reporting capabilities. NeoGov Learn also offers modern course creation tools, improved user navigation, flexible training options, and transparent record keeping that better support department-specific and Countywide compliance needs. Transitioning to NeoGov Learn will reduce system redundancy, align learning with broader talent management workflows, and deliver a more seamless experience for employees and administrators.

 

ALTERNATIVES:

 

The Board of Supervisors may choose not to approve this contract; however, this is not recommended because it would prevent the County from fully integrating its LMS with the NeoGov platforms already in use, continue reliance on the County’s existing LMS, limit opportunities to streamline HR processes and reporting, and reduce the County’s ability to efficiently meet training recordkeeping requirements.

 

OTHER AGENCY INVOLVEMENT:

 

DoIT participated in evaluating the proposed solution and determined that NeoGov Learn would meet the County’s enterprise learning management needs. County Counsel has reviewed the contract to ensure it meets all the legal and contractual requirements.
