DEPARTMENTAL RECOMMENDATION:

The Department of General Services recommends that the Board of Supervisors:

1.                     Adopt a resolution authorizing the sale of approximately 7,272 square feet (0.17 acres) of County-owned real property identified as APN 0133-070-110 to the City of Vacaville for  $87,300 (Attachment A) (4/5 vote required); and

2.                     Authorize the County Administrator, or designee, to execute the Property Purchase and Sale Agreement (Attachment B) and all other necessary documents to complete the sale, with County Counsel concurrence.

SUMMARY/DISCUSSION:

Solano County owns approximately 7,272 square feet (0.17 acres) of vacant remnant land identified as APN 0133-070-110 near Vaca Valley Parkway and Crocker Drive in Vacaville.  The parcel contains limited improvements, including irrigated landscaping and a monument sign, and has no independent access.  Due to its small size and location, the property has limited utility to the County and no identified current or future County use.

The City of Vacaville (City) proposes to purchase the property for use in connection with its Interstate 505/Vaca Valley Parkway Multimodal Improvements Project.  The project includes replacement of the existing signalized intersection at Vaca Valley Parkway and Crocker Drive with a roundabout intended to improve traffic flow and safety.  The parcel is immediately adjacent to the planned roadway improvements, as shown in Attachment C.

The negotiated purchase price is $87,300, which is supported by a May 2026 appraisal using recent comparable sales in the area.  The City will pay escrow, recording, and title insurance costs associated with the transaction.  The Property Purchase and Sale Agreement requires close of escrow within 45 calendar days following Board approval, subject to completion of all applicable requirements and conditions of the sale. The City’s purchase is also subject to approval by the Vacaville City Council at a future meeting.

California Government Code section 25365 authorizes the Board of Supervisors, by a four-fifths vote, to convey County-owned real property that is not required for County use to another public agency upon mutually agreed terms. The property qualifies as exempt surplus land under Government Code section 54221(f)(1)(D) because it is being transferred to another local agency for the receiving agency’s use. The sale will be completed following review by the California Department of Housing and Community Development (HCD) of the County’s exempt surplus land determination.  The proposed sale is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15312, Class 12, Surplus Government Property Sales, and none of the exceptions under section 15300.2 apply.  Pursuant to California Government Code section 6061, notice of the County’s intention to sell the property to the City was published in the Daily Republic on November 1, 2026 (Attachment D).

Adoption of the resolution will authorize the sale and execution of the Property Purchase and Sale Agreement with the City.

FINANCIAL IMPACT:

The County will receive $87,300 from the sale. The City is responsible for escrow, recording, and title insurance costs. Net proceeds from the sale will be deposited into the Accumulated Capital Outlay budget for Property and Land Acquisition (Budget Unit 1977).

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.

ALTERNATIVES:

The Board could choose not to approve the sale. This is not recommended because the property is not needed for County use and is required for the City’s planned roadway improvements.

OTHER AGENCY INVOLVEMENT:

Staff has coordinated this item with the City of Vacaville, Resource Management Department, County Counsel, and the County Administrator’s Office.  County Counsel has reviewed the Purchase and Sale Agreement and resolution as to form.  The City’s purchase remains subject to approval by the Vacaville City Council.
