DEPARTMENTAL RECOMMENDATION:

 

Approve a plaque of appreciation honoring Nedzlene Ferrario, Planner (Principal), upon her retirement from the Solano County Department of Resource Management with over 16 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION:

 

Ms. Ferrario retired on February 5, 2026, as a Planner (Principal) with the Department of Resource Management after 16 years of exceptional service to Solano County and its residents. Ms. Ferrario began her career with Solano County on June 9, 2009. Prior to her role overseeing the Current Planning section of the Planning Division, Ms. Ferrario held several challenging professional roles, including working as a senior planner with both the City and County of Sacramento.

 

During her career, Ms. Ferrario provided leadership in all her professional positions, most recently, including supervising the Current Planning section of Solano County’s Planning Division, to expeditiously process development applications. Ms. Ferrario readily provided guidance and direction to Planning Division staff and interdepartmental colleagues. As a Principal Planner, she possessed a deep understanding of the California Environmental Quality Act (CEQA) and developed significant institutional knowledge of the inner workings of the Planning Division during her tenure with Solano County.  Ms. Ferrario’s invaluable contribution to the County includes being the lead staff member assigned to the Airport Land Use Commission, timely processing of numerous high profile conditional use permits for wind turbine installations, natural gas wells, and Delta and Montezuma wetlands projects.

 

Ms. Ferrario’s impact can be seen throughout the Planning Division from her thorough training of junior staff, developing best practices in using the Accela permitting software, and leading the Planning Division update of the County webpage. Ms. Ferrario was voted a “Star Performer” in 2023 and obtained certification as a professional planner (AICP) through the American Planning Association in 2024. While she will be missed, the Department is happy that she will be able to spend more time with her family and to pursue other opportunities. The Department wishes her well in all her future endeavors.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget. The costs associated with the purchase of the plaque of appreciation is included in the Board’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to approve a plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Nedzlene Ferrario for her years of public service to the Department of Resource Management and the citizens of Solano County.
