DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office recommends that the Board of Supervisors adopt and present a resolution honoring Christine Rogers, Principal Management Analyst, for nearly 21 years of leadership, dedication, and service to the Solano County Administrator’s Office.
SUMMARY/DISCUSSION:
Christine Rogers has served Solano County with distinction since November 1, 2004, when she joined the County Administrator’s Office as an Entry Management Analyst. Over the course of her career, she was promoted through each level of the Management Analyst series, culminating in her current role as Principal Management Analyst.
During her tenure, Ms. Rogers provided oversight, fiscal analysis, and administrative support to numerous County departments and agencies, and played a pivotal role in shaping budgetary processes, major projects, and legislative initiatives. She has been widely recognized for her professionalism, integrity, and institutional knowledge, and has been a valued mentor and colleague throughout her career.
Over nearly 21 years of County service, Ms. Rogers demonstrated exceptional skill and leadership in a wide variety of assignments. She served as CAO analyst for many departments and agencies, including Agriculture, Auditor/Controller, Treasurer/Tax Collector, Assessor/Recorder, Human Resources, County Counsel, Child Support Services, Library, DoIT/Registrar of Voters, General Services, Nut Tree Airport, Veteran Services, District Attorney, Public Defender, First 5 Solano, Public Facilities Fees, LAFCo, East Vallejo Fire Protection District, and Health and Social Services.
She played a critical role in developing the framework for the County’s budget document presentation, a model that remains in use today, and was instrumental in several major projects such as the Public Facilities Fee updates, the Registrar of Voters and Agriculture relocation projects, and the Behavioral Health Residential Facility project at the Beck campus. She also coordinated the County’s first Federal and State Legislative Platforms and, during her tenure as Legislative Coordinator from 2008 to 2010, secured federal earmarks and represented Solano County in Sacramento and Washington, D.C. She contributed to the County receiving the Government Finance Officers Association’s Distinguished Budget Presentation Awards in FY2008/09 and FY2009/10.
In addition to her project management and policy analysis, Ms. Rogers provided fiscal oversight for the Department of Health and Social Services, the County’s largest department with a $530 million budget and more than 1,400 employees.
Beyond her technical expertise, Ms. Rogers valued team culture and community. She ensured the continuation of the annual “Food Fight” competition with Contra Costa County beginning in 2005 to support local food banks, mentored colleagues, and served as the department’s historian and go-to source for institutional knowledge. She also provided continuity and leadership during the COVID-19 pandemic, maintaining a steady presence in the office, and ensuring that County operations continued seamlessly.
Ms. Rogers will be remembered as a model of professionalism and dedication who contributed significantly to County operations, fiscal planning, and policy development. Upon her retirement effective October 4, 2025, she looks forward to regular outdoor exercise, joining a book club, and spending more time with family, including her soon-to-arrive grandson.
FINANCIAL IMPACT:
The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2025/26 Working Budget. The costs associated with preparation and purchase of the resolution materials are included in the Board’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board may elect not to adopt a resolution, however, this is not recommended, as this is an opportunity to honor Christine Rogers, Principal Management Analyst, for her years of distinguished service to the citizens of Solano County.
