DEPARTMENTAL RECOMMENDATION:
The Workforce Development Board of Solano County recommends that the Board of Supervisors:
1. Approve a contract with Harder+Company in the amount of $84,900 for a term of May 1, 2025 through October 31, 2025 for Solano Opportunity Youth Research Report services;
2. Approve a contract with The Student Conservation Association Inc., for $134,520 for a term of May 1, 2025 through August 31, 2025 for the Xplore Solano Summer Youth Work Experience Program;
3. Delegate authority to the County Administrator to execute the contracts and any amendments, with County Counsel concurrence, up to $74,999; and
4. Authorize the President/Executive Director of Workforce Development Board of Solano County, with County Counsel concurrence, to execute any amendments which are technical or administrative in nature and have no fiscal impact.
SUMMARY:
The Workforce Development Board of Solano County (WDB) develops and administers several contracts each fiscal year based on federal, state and local funding for regional and local program services. Contracts also include service agreements to maintain the overall infrastructure of the organization.
The WDB is recommending approval of these two contracts which were approved by the WDB Board of Directors at their March 21, 2025 meeting to meet its goals regarding opportunities for youth which can be found in Attachment A and B.
FINANCIAL IMPACT:
The WDB’s FY2024/25 Working Budget and the FY2025/26 Requested Budget includes the necessary funding to cover the cost of these contracts.
DISCUSSION:
Attachments A and B provide the contracts in their entirety, outlining the term period and amount, scope of work, budget, and terms and conditions.
Harder+Company Community Research (Attachment A)
A Request for Quotes (RFQ) for qualified providers to compile and analyze data from public sources and partners related to opportunity youth in Solano County culminating in a professional report, was published in February 2025. The purpose of the RFQ was to seek a deeper understanding of the demographics and characteristics of Solano County’s young adult population, particularly of its at-risk and opportunity youth population. The WDB is interested in Solano County-wide data, as well as an emphasis on Vallejo City data, and data organized by socio-economic factors. In addition, the report is intended to provide a scan a current opportunity youth workforce development programs in the County. During the RFQ process, Harder+Company was selected to provide these services, having met WDB’s specifications and needs, and selected by the evaluation committee.
The WDB is seeking approval for a 5-month contract with Harder+Company Community Research for services effective May 1, 2025 through October 31, 2025 for a contract total of $84,900.
Student Conservation Association, Inc. (Attachment B)
An RFQ for qualified providers to provide day-to-day supervision and employer of record services for participants engaging in the Xplore Solano Youth Work Experience Program. The program is designed to provide WIOA Youth-eligible young adults after their junior or senior year in high school with exposure to specific careers and skills. The program will provide up to 12 youth with a five-week experience, consisting of four days a week (Monday-Thursday) working in the field performing duties related to water, sustainable agriculture, and land preservation, as well as one day delivering workshops and/or training series focused on worksite wrap-ups, vocational exploration, and connection to community for four hours per week on Friday mornings. During the RFQ process, Student Conservation Association, Inc., was selected to provide these services, having met WDB’s specifications and needs, and selected by the evaluation committee.
The WDB is seeking approval for a 3-month contract with Student Conservation Association, Inc. for services effective May 1, 2025 through August 31, 2025 for a contract total of $134,520.
ALTERNATIVES:
The Board may choose to address one or both of these contracts individually. This is not recommended because approving these routine contracts on an individual basis requires the preparation of multiple agenda items. Furthermore, individual approval may disrupt services to WDB programs and participants.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved all contracts included on this agenda for legal sufficiency.
