DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends the Board of Supervisors approve a Solano County American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) allocation modification between two previously approved water infrastructure projects totaling $34,786.

 

SUMMARY/ DISCUSSION:

 

Solano County received a direct federal funding allocation under the ARPA SLFRF program of $86,949,405 to provide support in responding to the economic and public health impacts of COVID-19 and impacts on communities, residents, and businesses.  On May 10, 2022, the Board of Supervisors approved a $301,500 allocation to provide public water system connections for six residential units on a single parcel within the City of Vacaville that are currently served by a single water supply well that has historical groundwater contamination.  On October 25, 2022, the Board approved a separate allocation of $200,000 to connect the Sandy Beach Park Recreational Vehicle (RV) waste holding tank to the City of Rio Vista’s municipal sewer system.  These two projects are being implemented by the Solano County Department of Resource Management (Department), Parks division and Water and Natural Resources Program division.

 

On September 10, 2024 the Board approved the reallocation of $65,000 between approved water projects due to higher than expected costs to complete the Sandy Beach RV Sewer Connection project.  Subsequently, it was determined that not all of the additional funds are needed for the Sandy Beach RV Sewer Connection project but additional funds are needed for the City of Vacaville water connection project due to escalating costs.  Therefore, the Department is requesting to shift funds in the amount of $34,786 from the Sandy Beach RV Sewer Connection project back to the Vacaville Muni Water Connection project.

 

 

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to approve this reallocation.  This is not recommended, however, because the Vacaville Muni Water Connection project will require additional funds no longer required of the Sandy Beach RV Sewer Connection project and approval of this action will result in both projects being fully funded.

 

OTHER AGENCY INVOLVEMENT:

 

The cities of Rio Vista and Vacaville have been involved in plan review and permitting for both projects.
