DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Authorize the Storm Pumps Replacement Project at 517/523 Delaware Street in Fairfield through Job Order Contracting Program with an estimated construction cost of $551,000; and

 

2.                     Authorize the County Administrator to execute the job order and any amendments within the approved budget.

 

SUMMARY/DISCUSSION:

 

On May 14, 2024, the Board approved the annual Job Order Contracting (JOC) construction agreements to support anticipated construction and maintenance projects under the JOC program.  As part of this action, the Board also authorized the County Administrator to execute individual job orders exceeding $200,000 within approved project budgets.  At that time, the Storm Pumps Replacement Project had not yet been identified as a potential candidate for JOC delivery. 

 

The Department of General Services now recommends delivering this project through JOC due to its time-sensitive nature.  The two (2) storm pumps located at 517/523 Delaware Street in Fairfield serve the Downtown Fairfield campus.  Although originally scheduled for replacement under the Asset Protection project, one of the pumps has since failed.  Both existing pumps are obsolete and no longer repairable.

 

This project proposes replacing both failed pumps with new units of the same size and specifications to align with a third pump being added under the Asset Protection project.

 

To avoid delays and take advantage of the current JOC contracts, which expire on June 4, 2025, staff recommends authorizing this project for JOC delivery to facilitate timely execution of the job order.

 

FINANCIAL IMPACT:

 

The $551,000 total estimated construction cost for the Storm Pumps Replacement Project will be funded from existing funds appropriated in the General Services Building Maintenance Working Budget (BU 1652), with $335,000 in FY2024/25 and the remaining $216,000 will be funded in FY2025/26.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to authorize the delivery of Storm Pumps Replacement Project via JOC.  This is not recommended as delaying the replacement would lead to higher maintenance costs, increase the risk of flooding, and potentially disrupt County operations at the Downtown Fairfield campus.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel was consulted and has approved the project delivery.
