DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve 2 three year agreements beginning July 25, 2017 with Millennium Consulting Associates of Oakland and Terracon Consultants, Inc. of Emeryville to provide on-call hazardous materials evaluation and monitoring services for approved projects; and

 

2.                     Authorize the County Administrator or designee to execute the contracts and any amendments within the approved budget

 

SUMMARY:

 

The Department of General Services is recommending that the Board of Supervisors approve the contracts with Millennium Consulting Associates and Terracon Consultants, Inc. (Attachment A) to provide on-call hazardous materials evaluation and monitoring services for approved projects for a three year period beginning July 25, 2017. A competitive qualifications-based selection process was conducted resulting in the selection of Millennium Consulting Associates and Terracon Consultants, Inc. as the best-qualified firms.

 

FINANCIAL IMPACT:

 

Expenses for hazardous materials evaluation and monitoring services, when required, will be paid from funds appropriated for individual projects. As work authorizations are executed, the total value of the contracts will increase. There is no dollar value associated with approval of these agreements since there is no guarantee of any base level of work for the selected firms. Therefore, there is no financial obligation having these agreements in place to allow services on an as-needed basis.

 

DISCUSSION:

 

On March 29, 2017, a Request for Qualifications (RFQ) to provide hazardous materials evaluation and monitoring services on an as-needed basis for County projects was posted on the County website and a public purchase website. A contact list was generated using the vendor applications the County has received from interested firms and approximately 111 firms were notified of the opportunity. Ten firms submitted Statements of Qualifications (SOQs) in response to the RFQ (Attachment B). The Department of General Services and the Resource Management Department evaluated the SOQs and ranked each firm according to the evaluation criteria listed in the RFQ. At the conclusion of the selection evaluation process, Millennium Consulting Associates of Oakland and Terracon Consultants, Inc. of Emeryville were determined to be the best qualified firms.

 

ALTERNATIVES:

 

The Board could elect not to award the contracts. If the contracts are not awarded, project responsiveness will be diminished since individual professional services RFQs and contracts would have to be issued on a project-by-project basis resulting in schedule delays and possible increased project costs.

 

OTHER AGENCY INVOLVEMENT:

 

Representatives from the Department of General Services and Department of Resource Management served as members of the evaluation and qualification based selection panel. County Counsel provided legal guidance during the solicitation, selection, and contract negotiation process and approved the agreements as to form.
