DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors:
1. Approve two Sheriff’s Office contract amendments totaling $694,583, a second amendment with Allison Inlow, DVM for $309,886 for veterinary services for the period of July 31, 2024 through June 30, 2025, and a fourth amendment with AXON Enterprise, LLC, for $384,697 for cameras, equipment and data storage for the period of June 30, 2024 through August 31, 2031;
2. Delegate authority to the County Administrator, pending County Counsel concurrence, to execute the contracts and any subsequent amendments up to an annual aggregate of $74,999; and
3. Authorize the Sheriff, Undersheriff, and Director of Administrative Services to execute contract amendments which are technical or administrative in nature and have no fiscal impact.
SUMMARY/DISCUSSION:
The Sheriff’s Office had intended to bring these contract amendments to the Board on June 25, 2024 with the “master list of contracts and amendments”; however, these amendments required further negotiations. These contract amendments represent routine department services that exceed $74,999 annual compensation requiring Board approval to continue in accordance with the County Purchasing and Contracting Policy Manual. The total amount for FY2024/25 is $1,462,237 in expenditures with a combined contract maximum amount of $11,256,623.
Below is a brief description of the two expenditure contracts and links to their respective full details.
• Allison Inlow, DVM: The Sheriff contracts with local veterinarians to provide on-site animal shelter veterinary services to animals received or residing at the Solano County Animal Shelter, including those animals surrendered, impounded, or quarantined, primarily for care and restorative health. This second contract amendment is effective July 31, 2024 for $309,886 with a not to exceed amount of $366,941 to continue services through June 30, 2025.
• AXON Enterprise, LLC: Increased transparency and accountability from law enforcement agencies has become an essential component in law enforcement. Axon Enterprise is the global leader in connected public safety technologies and currently provides body-worn cameras, in-car camera systems, and video storage. The Sheriff’s Office is requesting to add additional body-worn cameras, in-car cameras, tasers and related equipment, along with associated services. This fourth amendment incorporates the additions into the current 10-year agreement, is effective June 30, 2024 for $384,697 with a not to exceed amount of $10,889,682 through August 31, 2031.
FINANCIAL IMPACT:
The contract amendments total $694,583; however, the FY2024/25 expenditure for the two contracts total $1,462,237 and are funded with a combination of $1,127,892 in General Fund, $73,908 in County Fees and Contract Services, and $260,437 in Proposition 172 funds. The Sheriff’s Office and Animal Care Services FY2024/25 Adopted Budgets include sufficient appropriations to cover the anticipated contract costs. The contracts allow for the County to terminate or amend a contract if funding becomes unavailable during the term of the contract.
ALTERNATIVES:
The Board of Supervisors could choose not to approve one or both of the contract amendments; however, these alternatives are not recommended as the proposed services are critical to Sheriff’s operations including the animal shelter and clinic.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the contract amendments as to form.

APPROVE DEPARTMENTAL RECOMMENDATION
