DEPARTMENTAL RECOMMENDATION:
The Health and Social Services Department (H&SS) recommends that the Board of Supervisors approve a $34,090 Appropriation Transfer Request (ATR) to recognize unanticipated State revenue for the tobacco prevention and education program (4/5 vote required).
SUMMARY/DISCUSSION:
The Tobacco Prevention and Education Program (TPEP) is a Health Promotion and Community Wellness Bureau program mandated by the California Department of Public Health (CDPH), California Tobacco Prevention Program (CTPP), and administered by the Health and Social Services (H&SS) Public Health Division. TPEP is designated as Solano County’s Local Lead Agency for tobacco control and receives State funding for community-based programs to prevent and reduce tobacco use.
In August 2023, H&SS was notified of an increase in the California Tobacco Prevention Program allocation for FY2023/24, which expires June 30, 2025. At that time, the additional funding was not anticipated to be needed in FY2023/24. However, based on Third Quarter projections, there are insufficient appropriations for costs related to the TPEP media campaign, data processing, and software subscriptions. Approval of the $34,090 ATR for FY2023/34 will recognize the unanticipated revenue from the State for the projected increase in expenditures.
FINANCIAL IMPACT:
The California Tobacco Health Protection Act of 1988, also known as Proposition 99, and Proposition 56, approved by California voters in November 2016 provide funding for programs to prevent and reduce tobacco use. The ATR will recognize unanticipated revenue from the State for the Tobacco Prevention and Education Program. There is no impact to the County General Fund.
The cost of preparing the agenda item is nominal and absorbed by the department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board of Supervisors could choose not to approve the ATR; however, this is not recommended as these funds provide for community-based tobacco prevention and education activities on the health risks associated with tobacco use.
