DEPARTMENTAL RECOMMENDATION:
The Probation Department recommends the Board of Supervisors adopt and present a resolution and plaque of appreciation honoring Shawna Albright, Assistant Director of Probation, upon her retirement from the Solano County Probation Department with 31 years of dedicated public service to Solano County.
SUMMARY/DISCUSSION:
Shawna Albright began her distinguished career with the Solano County Probation Department on April 24, 1995, as a Group Counselor in the Juvenile Detention Facility. She advanced to Deputy Probation Officer on April 19, 1998, was promoted to Senior Deputy Probation Officer on September 3, 2000, Supervising Deputy Probation Officer on June 18, 2006, Probation Services Manager on September 14, 2014, Deputy Director of Probation on February 25, 2018, and finally to the Assistant Director of Probation serving as the Chief Deputy Probation Officer on June 9, 2024.
Throughout her career, Ms. Albright demonstrated unwavering dedication to the community, performing her duties with professionalism, compassion, and responsibility, and consistently striving to positively impact staff, clients, families, and community partners.
Ms. Albright exhibited exemplary leadership across all divisions (Adult, Juvenile, and Institutions), improving each area she served, and successfully completed the Solano County Leadership Academy in March 2016.
As a supervisor, and then later as a Probation Services Manager, Ms. Albright was responsible for the Probation Enforcement Search Team, developing training and tactics, establishing policies and procedures, and spearheaded the complex process of bringing arming to the department. Shawna led a team to establish protocols and practices for the process of arming staff which included updating psychological evaluation standards and creating a process for training and reviewing eligibility standards for arming. This process was critical to ensuring officer safety through the shifting caseloads created by AB 109.
Ms. Albright’s commitment to staff training and development is evident, having developed Title IV-E Case Plan training for staff, courts, and agencies. Ms. Albright also served as Training Manager for the department, developing critical training in Field Officer Safety, and ensuring training courses were certified through the State and monitoring compliance of staff. She also established a department mentoring program to foster leadership and growth among staff wishing to improve their skills and prepare for promotion.
Ms. Albright proved to be an outstanding administrator, responsive to staff input and union concerns, Shawna has been a problem-solver throughout her career. Shawna was tasked with special projects, including the development of departmental policies incorporating evidence-based programs and practices into supervision guidelines. Internally known as P-100, the policies and subsequent training, balanced officer safety while implementing core correctional practices. Shawna also worked with various teams to update and modernize staff evaluation formats, increasing efficiency and effectiveness in providing staff performance feedback.
Shawna’s excellence during her tenure as Chief Deputy Probation Officer has benefited the entire organization. Her most recent accomplishment will leave a legacy long beyond her tenure. She has played an instrumental role in establishing the Solano THRIVE Center (Transforming Hope into Resilience, Inspiration, Vision, and Empowerment) for prevention and early intervention services. By securing grant funding through multiple grant submissions, she and the team have secured funding for the development, implementation, and first years of operation. Throughout the process, Ms. Albright has been actively engaged in outreach, building meaningful connections and bringing together County and community partners to better support youth and families. Her efforts have focused on strengthening collaboration and expanding access to services and resources for young people before they become involved in the juvenile justice system.
Ms. Albright has performed her duties throughout her years of service in a professional, compassionate, and responsible manner. Ms. Albright consistently displayed a strong commitment to the Solano County Probation Department’s mission to reduce recidivism, improve community safety, and positively impact clients and their families.
As Ms. Albright enters retirement, she leaves behind an exemplary career of notable public service and a commitment to transforming lives, rehabilitation, restoration, and public safety. Moreover, she has left a lasting positive impression on colleagues, community and the Department.
FINANCIAL IMPACT:
The cost associated with preparing the agenda item is nominal and absorbed by the Department’s FY2026/27 Working Budget. The costs associated with preparation and purchase of the resolution and plaque are included in the Board’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt this resolution and plaque of appreciation. This is not recommended as this is an opportunity to recognize Shawna Albright’s dedication and contributions to the Probation Department and Solano County.
OTHER AGENCY INVOLVEMENT:
There is no other agency involvement.
