DEPARTMENTAL RECOMMENDATION:
The First 5 Solano Children and Families Commission recommends the Board of Supervisors:
1. Approve a revenue agreement with Partnership HealthPlan of California for $141,350 for CalAIM (California Advancing and Innovating Medi-Cal) Building and Infrastructure Development and Reporting for the term July 1, 2025 through June 30, 2026;
2. Delegate authority to the County Administrator to sign the agreement; and
3. Delegate authority to the Executive Director of First 5 Solano, with concurrence from County Counsel, to execute any future amendments which are administrative in nature and have no fiscal impact.
SUMMARY:
First 5 Solano has secured an Incentive Pay Program Funding agreement with Partnership HealthPlan of California to receive funding to support developing infrastructure to bill CalAIM eligible activities within First 5 Solano programs and partnerships. These activities align with the Commission’s Strategic Plan goals of improving child health and family stability while leveraging external funding to enhance service delivery in Solano County.
Approval of this contract will allow the County and First 5 Solano to continue addressing community needs through innovative partnerships while maintaining fiscal accountability and alignment with the strategic goals of the Commission.
FINANCIAL IMPACT:
The funding associated with the agreement are in the FY2025/26 Working Budget. The funds will be utilized to contract with Applied Survey Research to work with the community partners on identifying and implementing a process for CalAIM billing. In addition, the funds will be utilized to offset First 5 Solano staff time for administrative duties related to the contracts and partnerships. There is no impact to the General Fund.
DISCUSSION:
First 5 Solano has secured an agreement with Partnership HealthPlan of California for $141,350 in revenue for FY2025/26 to support CalAIM (California Advancing and Innovating Medi-Cal) activities within programs that serve young children. This funding will strengthen initiatives within First 5 Solano’s programs and partnerships that align with CalAIM objectives, including promoting preventive health services, addressing social determinants of health, and improving family stability for Medi-Cal-eligible families in Solano County.
First 5 Solano will contract with Applied Survey Research to facilitate a process for three First 5 Solano grantees, Child Start, Inc., Solano Children and Family Services, and Bay Area Community Resources, to bill for CalAIM-funded services delivered to children and families through a Community Health Worker (CHW) model. The goal is that by the end of FY2025/26, the three agencies are able to successfully bill Partnership HealthPlan for CalAIM eligible activities.
As First 5 Solano continues to integrate CalAIM funding into its programs, these agencies will utilize First 5 Solano as the payer of last resort for services eligible under CalAIM. This will maximize the use of external funding, preserve declining Proposition 10 resources, and support the Commission’s strategic priorities of fiscal stewardship and sustainability. It also ensures alignment with the broader goal of integrating preventive and health-focused services for children and families in Solano County.
Approval of the agreement with Partnership HealthPlan will advance First 5 Solano’s Strategic Plan goals by expanding critical infrastructure and leveraging external funding to enhance preventive and integrated services for children and families in Solano County. With decreasing revenues from the Proposition 10 tobacco tax, these efforts are essential to sustaining vital services that promote the health and well-being of Solano County’s youngest residents.
ALTERNATIVES:
The Board could choose not to approve the Incentive Pay Program Funding Agreement with Partnership HealthPlan. This alternative is not recommended, as it would limit First 5 Solano’s ability to leverage external funding from Partnership HealthPlan to support CalAIM activities, reducing the County’s ability to enhance preventive services and address social determinants of health for Medi-Cal-eligible children and families in Solano County. The Board could also choose to modify the agreement or direct staff to return with additional information before taking action, which could delay implementation of the initiative.
OTHER AGENCY INVOLVEMENT:
The contract and agreement have been approved by County Counsel.
