DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services recommends that the Board of Supervisors approve a second contract amendment with Medic Ambulance Service, Inc. for $600,000 for a total contract amount of $760,000 to provide COVID testing and vaccinations to homeless and homebound individuals, as well as to Solano County residents at mass vaccination and pop-up clinics through June 30, 2021; approve an Appropriation Transfer Request (ATR) for $350,000 to recognize unanticipated revenue for Immunization COVID-19 federal supplemental funding through the California Department of Public Health (4/5 vote required); and authorize the County Administrator to execute the contract amendment.

 

SUMMARY:

 

In June 2020, a contract for $60,000 was executed with Medic Ambulance Service, Inc. to provide on-site COVID-19 testing to staff and residents of Solano County-based Residential Care Facilities for the Elderly (RCFEs).  In August 2020, a contract amendment for $100,000 was executed to cover additional testing at the RCFEs.  The Department of Health and Social Services is requesting a second contract amendment for $600,000 to provide additional COVID-19 testing and vaccinations to homeless and homebound individuals, as well as to Solano County residents, at mass vaccination and pop-up clinics through June 30, 2021.

 

FINANCIAL IMPACT:

 

This second contract amendment will be funded with Public Health Emergency Preparedness (PHEP), County Medical Services Program COVID-19 Emergency Response Grant (CMSP CERG), and Immunization for COVID-19 vaccinations dollars.

 

On April 1, 2021, Solano County received a Letter of Intent to Award Funding in the amount of $2,045,440 from California Department of Public Health (CDPH) for supplemental funding from the Centers of Disease Control to increase COVID-19 vaccination services for FY2021/22 with the option of utilizing some of the funds in FY2020/21.  On April 5, 2021, Solano County requested a portion of these funds to be used in FY2020/21 to support COVID-19 vaccination efforts, including funding $350,000 of the Medic Ambulance amendment. 

 

PHEP and Immunization funds are federal dollars that are passed to Solano County through the California Department of Public Health while CMSP CERG funds are non-federal grant funds that are awarded to specific qualifying counties.

 

The cost associated with preparing the agenda item is nominal and absorbed by the Department’s FY2020/21 Adopted Budget.

 

DISCUSSION:

 

Beginning in February 2020, Solano Emergency Medical Services (EMS), supported by Medic Ambulance Service, Inc., assisted the US Health and Human Services Agency with planning for and executing efforts associated with emergency management and response requirements related to the Travis AFB repatriation missions.  This collaboration has continued with the execution of a contract with Medic Ambulance Services, Inc. to conduct COVID-19 testing at RCFEs.  As the pandemic response has evolved, a contract amendment was executed to increase funding for COVID-19 testing at the RCFEs.  Since COVID-19 vaccines have been developed and additional COVID-19 testing is still necessary, the Department of Health and Social Services recommends that the Board of Supervisors approve a second contract amendment to provide additional COVID-19 testing and vaccinations to homeless and homebound individuals, as well as to Solano County residents at mass vaccination and pop-up clinics. 

 

ALTERNATIVES:

 

The Board could choose not to approve the second amendment of the Medic Ambulance Service, Inc. contract.  This is not recommended, as the provision of COVID-19 testing and administration of COVID-19 vaccinations is vital to the pandemic response.
