DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office (CAO) recommends the Board of Supervisors approve the demolition of structures on the parcel located at 580 North 1st Street in Dixon (APN 0115-060-140) as part of an American Rescue Plan Act (ARPA) project previously approved by the Board of Supervisors under the Solano County Housing Trust Fund (SCHTF).
SUMMARY:
The Board of Supervisors previously approved funding under the Solano County Housing Trust Fund, funded by ARPA, to conduct initial site preparation and engineering to make the property located at 580 North 1st Street in Dixon, also known as the Dixon Corporation Yard, or Dixon Corp Yard, “shovel ready” for future development. The site preparation is in process; however, to complete the current phase of the project, staff needs authorization from the Board to demolish the existing structures located on the property. The site is currently occupied by two structures, one measuring approximately 1,082 square feet and the other approximately 5,090 square feet; the larger structure is not fully enclosed.
FINANCIAL IMPACT:
Funding for the demolition was previously allocated by the Board under the approved site preparation and is provided by ARPA funds through the County’s Housing Trust Fund. No additional funding is requested as part of this action. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
DISCUSSION:
In October 2024, the Board received a presentation from the CAO’s Office and the Department of Resource Management on a potential affordable workforce housing project on a 1.3-acre parcel owned by the County located at North 1st Street in Dixon (APN 0115-060-140). Active use of the site as a corporation yard ended in 2011. With the exception of a small office used by the Agricultural Commissioner and the storage of road materials, both of which can be relocated, the property is currently not in active use.
The Board allocated up to $1.5 million from the balance of the SCHTF for the initial site preparation and engineering costs to make the site “shovel ready” for development. The potential future development being considered is affordable workforce housing intended to serve agricultural employees. The units would rent at below-market rates, with the actual rents to be determined as part of the financial planning phase. The Board also provided additional guidance to staff to return at a later date to present a detailed site plan for further consideration.
Phase I of the environmental review was completed in 2025. The report (Attachment A) shows no significant impacts or exposure, and no further action or mitigation was recommended for the soil and groundwater at the site. A Section 106 Cultural Resources Assessment has also been completed. The report (Attachment B) identified no historic resources within the Area of Potential Effect (APE).
The environmental and cultural resources assessments did not identify conditions that would preclude demolition of the existing structures as seen in Attachment C, provided the recommended measures are implemented. The demolition is the next step in preparing the site for future development.
The Agricultural Commissioner has maintained a small office at the site that houses four staff members. The CAO’s Office has coordinated the relocation of these employees to consolidate them with the remainder of the Department of Agriculture staff. If the demolition is approved by the Board, the relocation will be completed before demolition activities begin.
ALTERNATIVES:
The Board may choose not to approve demolition of the existing structures; however, this is not recommended as they are a barrier to completing the site clearance for potential development and the site clearance was previously approved by the Board.
OTHER AGENCY INVOLVEMENT:
The Department of Resource Management has collaborated with the County Administrator’s Office on this project. County Counsel has reviewed and approved the proposed procurement approach for the demolition work.
