DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve the Notice of Completion (Attachment A) for the SB1022 Rourk Vocational Training Center Project located at 2456/2458 Claybank Road in Fairfield constructed by Hensel-Phelps Construction Co. of San Jose; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On April 11, 2017, the Board awarded a construction contract to Hensel-Phelps Construction Co. to construct a Classroom and Vocational Training Facility at 2456/2458 Claybank Road in Fairfield. During the course of construction, the quality of work satisfied the requirements of the construction documents and has been deemed code compliant.  The Department of Resource Management’s Building Official and State Fire Marshal issued certificate of occupancy on December 10, 2018 and December 27, 2018 respectively. The Department of General Services is requesting that the Board approve the Notice of Completion for the Project and authorize the Clerk of the Board to record the document in order to release retention funds held by the County.

 

FINANCIAL IMPACT:

 

The Board approved $26,252,000 from SB1022 Funds, County Public Facilities Fees (PFF), and AB 109 funds to fund the project and an additional $1,075,900 (non-cash item) in site land value as in-kind local match. The original construction contract with Hensel-Phelps Construction Co. was $18,500,000 and twenty-two contract change orders were issued in the amount of $1,673,466 for a total contract amount of $20,173,466. The total project cost including permits, inspections, project management, and miscellaneous expenses was $25,718,114. The remaining balance of $533,886 will be returned to the PFF - Countywide Public Protection Fund (BU1761). The Project budget and expenses are summarized in Attachment B.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2018/19 Adopted Budget.

 

DISCUSSION:

 

On May 13, 2014, the Board approved the acceptance of a conditional award from the State of California Board of State and Community Corrections (BSCC) to construct a 46,000 sq. ft. vocational training facility (Facility) at 2456 and 2458 Claybank Road in Fairfield, known as the Rourk Vocational Training Center. The Training Center will provide support programs that establish or expand rehabilitation programs for adult offenders and prepare offenders for productive employment to reduce the recidivism rate among Solano County’s incarcerated population. The facility provides space for several instructional classrooms, administrative and support space, space for vocational training including diesel engine maintenance, automotive repair, electrical repair, carpentry, welding, sheet metal, and plumbing.

 

In the course of construction, 22 Change Orders totaling $1,673,466 were approved to improve the site infrastructure, mechanical, electrical, plumbing and security electronics systems of the facility as well as comply with accessibility and regulatory requirements.

 

ALTERNATIVES:

 

The Board could choose not to execute and record the Notice of Completion.  This action is not recommended since Hensel Phelps has successfully fulfilled the terms of the contract.  Failure to adopt the Notice of Completion will prevent release of retention, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

Representatives of several County Departments were involved in the Project including the County Administrator’s Office, Sheriff’s Office, Department of General Services, County Counsel, Resource Management, and the Department of Information Technology.

 

The Napa-Solano Building Trades Council acted in partnership with the County under the Project Labor Agreement (PLA). The City of Fairfield Community Development, Building, Planning, Public Works and Fire Departments and State Fire Marshal reviewed the design and construction improvements for consistency with local community standards and issued building permits for improvements under their respective jurisdictions. The Department of Resource Management, Building and Safety Division, provided building inspection and code compliance services for the Project in conjunction with the State Fire Marshal.
