DEPARTMENTAL RECOMMENDATION:

 

The Workforce Development Board (WDB) of Solano County recommends that the Board of Supervisors:

 

1.                     Approve the second amendment to the existing contract between the Workforce Development of Solano County (WDB) and California Human Development for the performance of WIOA One-Stop Operator services, in an amount not to exceed $75,000, for a total contract amount of $225,000, for the period of July 1, 2017 through June 30, 2020; and

2.                     Authorize the President/Executive Director of the WDB to sign the contract.

 

SUMMARY:

 

On May 17, 2019, the WDB approved a contract amendment with California Human Development for the performance of WIOA One-Stop Operator services. The current contract will expire on June 30, 2019; however, this contract amendment provides for continued services through June 30, 2020.

 

FINANCIAL IMPACT:

 

The WDB’s FY2018/19 and FY2019/20 budget includes the necessary funding to cover the cost of this contract renewal and the costs associated with preparing the agenda item.

 

DISCUSSION:

 

Staff published and distributed the One-Stop Operator Request for Proposal (RFP) in March 2017, which was widely distributed via a network of providers known to WDB staff, as well as posted on the County’s procurement website. A Bidder’s Conference was held on March 7th with a proposal deadline of March 31st. Staff received one proposal by the deadline from “Esther’s Empowerment, LLC” organization. This one proposal unfortunately failed the customary 80 point threshold for funding consideration.

 

Staff thus declared a “failed procurement” and pursued the “sole source” procurement process and performed outreach to two possible providers of service - each of whom: a) had extensive experience administering WIA/WIOA programs and familiarity with One Stop operations; and b) had not submitted a proposal.  These included:

 

-                     Racy Ming and Associates, (A consulting firm, with much direct WIA/WIOA administrative                      experience in the North Bay, and a growing base of Bay Area consulting work.)

 

-                     California Human Development (An experienced grant recipient and provider of JTPA/WIA/WIOA services in Northern California)

 

The decision to recommend the selection of California Human Development as the One Stop Operator Staff’s was based on three “tie-breaker” considerations, as follows:

 

-                     The California Human Development organization has a multi-decade history in supporting and directly operating One Stop systems in multiple locales in Northern California;

 

-                     The experience of California Human Development is more so at the “boots on the ground” level of day-to-day One Stop operations. This is the value add which the Solano WDB was looking for; and

 

-                     The California Human Development hourly professional consulting rate was quoted at $75.00 per hour. The established rate for Racy Ming is $175.00 per hour.

 

Based on California Human Development’s performance during the first-year contract, staff is recommending them for a second contract renewal as the WDB’s One-Stop Operator.

 

ALTERNATIVES:

 

While not recommended, the Supervisors could direct staff to re-issue a new Request for Proposal or take the One-Stop Operator function in-house as a WDB staff function. However, either decision would cause a significant impact on the America’s Job Center of California (AJCC) as the WDB would need to procure for an alternative One-Stop Operator vendor or obtain the Governor’s approval to operate in-house. 

 

OTHER AGENCY INVOLVEMENT:

 

No other agency was involved.
