DEPARTMENTAL RECOMMENDATION:
District 3 Supervisor Wanda Williams recommends the Board approve the appointment of Charles E. Smith, II to the Solano County Airport Land Use Commission as the District 3 representative for a four-year term to expire on May 1, 2028.
SUMMARY/ DISCUSSION:
Charles E. Smith, II is eminently qualified to fill the position on the Solano County Airport Land Use Commission. He has served the community for many years. Mr. Smith has a BS in Aerospace Science Engineering and a MS in Aerospace Administration. He is eager to work with other Airport Land Use Commissioners and believes that his experience in military and civilian aviation will allow him to contribute a balanced perspective that will ensure the best possible solutions are developed to tackle complex issues.
Mr. Smith's aviation career has spanned over 20 years and has included flight, engineering, administrative, and manufacturing experience. In 1997, Charles was the first recipient of the Jere Jack Little Flight Scholarship to earn his Solo Pilot rating, making his first solo in a Cessna 150 aircraft. In 2002, he graduated with a Bachelors degree in Aerospace Science Engineering (Magna Cum Laude) from Tuskegee University and was commissioned into the US Air Force as an Aerospace Developmental Engineering Officer. In his first assignment, he was a C/KC-135 Stratotanker Liaison Engineer at the Oklahoma City Air Logistics Center and was also certified as an Aircraft Battle Damage Repair Engineer. In his next assignment, he was the Lead Aircraft Engineer for the United States Air Force Academy's aircraft fleet, and he also earned a Master of Science in Aerospace Administration from Southeastern Oklahoma State University in 2005. In his civilian career, Charles was a Manufacturing Operations Manager at Collins Aerospace, where he managed a production department of over 90 people who built explosive components for the ACES 2 ejection seat, AH-64 Apache Crew Escape System, AMRAAM Missile, THAAD missile, and range safety components for the NASA Space Launce System and various Space-X rockets. In April of 2024, Charles graduated from the US Air Force Air War College Distance Learning Program.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the District 3 FY2024/25 Working Budget.
ALTERNATIVES:
The Board could decide not to appoint Charles E. Smith, II to the Solano County Airport Land Use Commission. This is not recommended as he is qualified, has served the community for many years and has a desire to serve in this capacity.
