DEPARTMENTAL RECOMMENDATION:

 

Supervisor Mashburn requests that the Board authorize the County’s contribution of $6,000 from the General Fund contribution allocated to District 5 to benefit the following organizations: Solano County Farm Bureau Young Ranchers & Farmers ($2,000), Meals on Wheels of Solano County, Inc. ($1,000), Rio Vista CARE, Inc. ($1,000), Rio Vista Downtown Association Inc. ($1,000), and Solano Marine Corps League Charles Bud Hallum Detachment #1486 ($1,000).

 

SUMMARY/DISCUSSION:

 

District 5 has identified five local non-profit organizations for which to contribute its non-county contribution allocation. These agencies directly impact and enrich the lives of residents in Solano County through community support programs.

 

Solano County Farm Bureau Young Ranchers & Farmers ($2,000)

 

The Solano County Young Farmers & Ranchers (YF&R) is a standing committee of the Solano County Farm Bureau designed for young people who share an interest in improving themselves and the agricultural industry in Solano County. Young adults from the ages 18-35, who are interested in agriculture and/or work in the agricultural industry through production or business agriculture may join.

 

Young Farmers & Ranchers develop leadership skills while volunteering as active, vital members of the Solano County Farm Bureau. Members can attend Leadership Conferences and enter state YF&R contests representing themselves or Solano County, network with the County Farm Bureau Board Members and other likeminded agriculturalists to help gain insight into their commodity and community and participate in fundraising efforts for local scholarships. This donation will help support their ongoing leadership programs.

 

Meals on Wheels of Solano County, Inc. ($1,000)

 

As we get older, even the most independent among us may experience physical declines or financial hardships that strip away our independence. Add to that an increase in geographic mobility of families, and the result is millions of seniors left behind, hungry and alone. A knock at the door from a Meals on Wheels volunteer might not seem like a big deal to many of us, but to a homebound senior it could signal the arrival of the only person they will see all day or weeklong. It brings hope. It brings health. It brings nutrition and care that will completely make their day. A knock on the door from Meals on Wheels of Solano County means nourishment for the body and the soul for this vulnerable population. This donation will help support the rising costs associated with their meal delivery programs.

 

Rio Vista CARE, Inc. ($1,000)

 

Rio Vista Care (RVC) is a non-profit organization that provides adult and school-based mental health counseling, crisis intervention, and family resources to our community and the surrounding Delta. The funding RVC received from donors directly supports much needed services for families, such as parent education, services coordination, and assistance with basic needs. It helps to provide crisis intervention, drug/alcohol counseling, anger management, grief/loss/depression/anxiety therapy for our youth. This donation will support their ongoing mental health resources in the community.

 

Rio Vista Downtown Association Inc. ($1,000)

 

Rio Vista Downtown Association (RVDA) strives to enhance the economic vitality of Rio Vista's downtown. RVDA works collaboratively with retailers, landowners, and city government to develop strategies and to execute programs that support this mission. The downtown encompasses California to Logan Streets, and from 5th to the waterfront-with Main Street the focal point. While RVDA has multi-year projects that will enhance the downtown core-such as a Community Center; and more vibrant lighting on Main Street, they also sponsor events that leverage local businesses and bring the community together. This year will be their inaugural year for a series of five Farmer’s Markets, which will each carry a theme. The first will be youth focused. They will begin on June 6, 2024, and run through September 5, finishing with “Harvest Table,” where they will have a farm-to-fork fundraiser to launch projects that will directly impact the downtown. This donation will support their Farmer’s Market events

 

Solano Marine Corps League Charles Bud Hallum Detachment #1486 ($1,000)

 

The mission of the Marine Corp League is to promote the interest and preserve the traditions of the United States Marine Corps, strengthen the fraternity of Marines and their families, serve Marines and FMF Navy Personnel who wear or have worn the Eagle, Globe and Anchor, and foster ideas of Americanism and patriotic volunteerism. The donation will be used to help Marine families, for outreach for homeless veterans, and to help raise awareness of veteran suicide.

 

Guidelines for Grant Funding Requests:

 

During the FY2023/24 Budget Hearings, the Board appropriated $75,000, $15,000 to each supervisorial district, to allow Board members to support community service programs.  The Board directed County Counsel to provide guidelines on how to recommend funding for qualifying agencies or programs.  The guidelines are as follows:

 

1)                     Each supervisor must submit the proposed expenditure to the County Counsel and the Auditor/Controller for initial review.

2)                     The Board must approve the expenditure by a majority vote.

3)                     The Board must determine that the expenditure is for a public purpose.

4)                     The Board may authorize an expenditure of public funds to a nonprofit organization so long as the County retains ultimate control over the exercise of judgement and discretion of the intended program.

5)                     To ensure accountability, all expenditures are subject to audits by the Auditor/Controller.

a)                      If the recipient provides an activity, program or service (“activity”), it shall provide an activity report within 30 days of the activity that states the number of persons attending (if applicable) or participating activities carried out, feedback from participants (if applicable) and benefits of the activity.  The recipient’s failure to provide a report may result in its being considered ineligible for future funding.

b)                     If the recipient is purchasing property or making improvements, it shall use the funds for only the specified purposes and allow representatives of the county to inspect and/or audit the purchase or the contractor’s performance, the facility or the portion improved with the funds and/or the records pertaining to the expenditures.  The recipient shall retain for inspection and audit purposes all books, receipts, documentation and other records of the expenditures for three (3) years from date of receiving funds.

 

FINANCIAL IMPACT:

 

The cost associated with preparing the agenda item is nominal and absorbed by the Department's FY2023/24 Working Budget.  This expenditure is included in the District 5 FY2023/2024 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to authorize these expenditures; however, this is not recommended as this is consistent with Board policy.

 

OTHER AGENCY INVOLVEMENT:

 

This report was prepared in coordination with the County Administrator’s office, County Auditor/Controller’s office, and County Counsel.
