DEPARTMENTAL RECOMMENDATION:
The Sheriff’s Office recommends that the Board of Supervisors:
1. Approve a First Amendment to the contract with DSS Private Security Services for armed security services for inmates hospitalized at off-site medical facilities, extending the contract through June 30, 2027, in the amount of $430,890; and
2. Approve a Second Amendment to the contract with Genasys, Inc. for evacuation planning software, extending the contract through July 11, 2027, in the amount of $108,845; and
3. Delegate authority to the County Administrator, with County Counsel concurrence, to execute these amendments and any subsequent amendments to these agreements up to an annual aggregate of $74,999 per agreement; and
4. Authorize the Sheriff, Undersheriff, or Director of Administrative Services to execute any amendments which are technical or administrative in nature and have no fiscal impact.
SUMMARY/DISCUSSION:
The proposed contract amendments provide for the continuation of two ongoing services that exceed the Board-approved threshold established in the County Purchasing and Contracting Policy Manual. They were not included in the Master List of Contracts that was approved by the Board on June 23, 2026, because the review required by Assembly Bill (AB) 339 was not completed before the Master List of Contracts was presented.
DSS Private Security Services: DSS Private Security Services provides armed security support for inmates who are hospitalized at off-site medical facilities. These services reduce the need to assign Sheriff’s Office personnel to off-site hospital security details, allowing sworn staff to remain available for other operational needs. The current contract expired on June 30, 2026, and the recommended one-year extension will ensure the continuity of these critical services.
The one-year extension brings the total value to the three-and-one-half-year contract to $1,756,830.
Genasys Inc.: Genasys, Inc. provides evacuation planning software, including a public-facing website that allows the community to view evacuation orders and warnings issued by law enforcement agencies countywide. The current contract expires on July 12, 2026, and the recommended one-year extension will ensure the continuity of these services.
The one-year extension brings the total value to the five-year contract to $517,264.
The Solano County Office of Emergency Services (OES), in coordination with the Department of Information Technology’s Geographical Information Systems (GIS) team, evaluated whether an existing County-managed GIS platform could replace the evacuation zone management functions provided by Genasys. Following that evaluation, OES concluded that transitioning to a County-managed solution would not be cost-effective and recommends continuing use of the Genasys system.
FINANCIAL IMPACT:
The contract amendments total for FY2026/27 is $539,735 in expenditures with a combined contract maximum of $2,274,094. The DSS contract amendment of $430,890 is funded with a combination of $336,094 in General Fund and $94,796 in Proposition 172 State Sales Tax revenue. The Genasys contract amendment is $108,845 and is funded with remaining 2019 California Congressional Earmark funds secured by State Senator Bill Dodd. The Sheriff’s Office and the Congressional Earmark FY2026/27 Working Budgets include sufficient appropriations to cover the anticipated contract costs. The County’s Standard Contract allows the County to terminate or amend a contract if funding becomes unavailable during the term of the contract.
The costs associated with preparing the agenda item are nominal and absorbed by the Sheriff’s Office FY2026/27 Working Budget.
ALTERNATIVES:
The Board of Supervisors could choose not to approve one or both of these amendments; however, these alternatives are not recommended as the proposed services are critical to the Sheriff’s operations.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved these amendments as to form. Human Resources reviewed the contract amendments for compliance with the requirements of AB 339.
