DEPARTMENTAL RECOMMENDATION:

 

The County Administrator recommends that the Board of Supervisors adopt and present a resolution and plaque of apprecition honoring Supervisor Erin Hannigan, upon her retirement from Solano County, with 12 years of distinguished service on the Solano County Board of Supervisors, and for her 17 years of dedicated public service to our community (Chairman Mashburn)

 

SUMMARY:

 

Supervisor Erin Hannigan will be retiring on Monday, January 6, 2025 from the Solano County Board of Supervisors after 12 years of distinguished public service in County Government, serving as the District 1 Supervisor since January 7, 2013.  As the District 1 Supervisor, Supervisor Hannigan’s district includes citizens residing within the central and northern sections of the City of Vallejo. Supervisor Hannigan worked diligently to connect the services of the County to the community, including, and not limited to issues related to public safety, seniors, children, childcare, veteran’s services, homelessness, human trafficking, health care, mental health services and the environment. Supervisor Hannigan will be remembered as an individual dedicated to public service, positively impacting thousands of families and helping to make Solano County an even better place to live, learn, work and play.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2024/25 Working Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2024/25 Working Budget.

 

DISCUSSION:

 

Erin Hannigan is a life-long resident of Solano County. Raised in Fairfield where her passion for volunteer work was fostered, she made Vallejo her home over 30 years ago and soon became an active member of the community. As the mother of two, Connor and Hannah, she understands the importance of the health and well-being of families and has sought solutions to ensure those in need in our community are connected to essential services.

 

Ms. Hannigan’s public service career began when she served on the Vallejo Community Development Commission, distributing Community Development Block Grant funds to neighborhoods and organizations in Vallejo. In 2007, Ms. Hannigan was elected to the Vallejo City Council and led the city through difficult economic times. She supported a balanced approach to the budget deficit, striving to provide necessary services. Ms. Hannigan was influential in creating a citywide communication strategy, which gave City employees and the community transparency on the important information facing Vallejo.

 

Ms. Hannigan was elected to the Solano County Board of Supervisors in November 2012.  Sworn into office in January of 2013, Supervisor Hannigan worked diligently to connect the services of the County to the community. As a member of the Board, Supervisor Hannigan focused on issues related to public safety, seniors, children and childcare, Veteran’s services, homelessness and human trafficking, health care, including mental health services and the environment. Supervisor Hannigan spearheaded a smoke free campus policy to improve the lives of County employees along with those we serve.

 

Supervisor Hannigan has represented the Board of Supervisors on more than 25 County, State, Regional and District boards and commissions, including, East Vallejo Fire Protection District, Solano Facilities Corporation and In- Home Supportive Services Public Authority, Legislative Committee, Solano360 Implementation Committee, First 5 Solano Commission, Solano Regional Park Committee, Public Art Committee, Lakes Water Policy Committee, Social Equity Committee, Law and Justice Committee, Juvenile Justice Coordinating Council, and founding member of the Commercially Sexually Exploited Children Steering Committee. Supporting the California State Association of Counties as a member of the Executive Committee, Legislative Committee, Suburban Caucus and Moderator for the New Supervisors Institute. She is a Board Member of the Solano County Water Agency Board, City County Coordinating Committee, Solano Economic Development Corporation, Northern CA Counties Tribal Matters Consortium, State Route 37 Corridor Policy Committee and the Bay Area Air Quality Management District. The former Vallejo City Councilmember serves as Trustee to the Vallejo Flood and Wastewater District, and a Member of the Vallejo Interagency Committee.

 

Eight years ago, Supervisor Hannigan developed and culminated a partnership with the Yocha Dehe Wintun Nation, who has contributed more than $7.75 million to assist people in need in Solano County.  Funding from the Yocha Dehe Winton Nation has helped programs including First 5 Solano, which provides basic needs support to directly assist families in crisis by addressing immediate needs, and an ongoing financial commitment to providing programs related to Early Learning, School Readiness, Social Engagement & Peer Support as well as Community Resource Information at the First 5 Center in Vallejo. The Mobile Food Pharmacy and its Food Rx Program in collaboration with the Food Bank of Contra Costa and Solano Counties was an early inspiration in the partnership. Under the supervision of our Probation Department, funds are invested to help young people and youth in transition through and out of Probation by providing things from Professional Attire to Mentoring services. Funding through the partnership for Vibe Solano reaches the community by building innovative prevention projects, this program is saving lives and supporting stronger partnerships throughout the community to ensure that people do not fall through the cracks.

 

In February 2020, Supervisor Hannigan, as Chairwoman of the First 5 Solano Commission on Children and Families, helped open Solano County’s First 5 Center in Vallejo. This is the first Center of its kind in Solano County. The location was determined through an equity lens that identified risk factors of children living in poverty. An advocate for family strengthening, she has raised millions of dollars for the First 5 Center and the Vallejo Early Learning Center.

 

In 2016, Supervisor Hannigan inspired a “Walking for Health” grant with Sutter Health partnering with the Florence Douglas Senior Center in Vallejo to provide shoes for seniors. This program has given away over 3000 pairs of walking shoes and continues to offer opportunities to encourage walking and healthy lifestyles.

 

As Chair of the State Route 37 Policy Committee, Supervisor Hannigan has worked to plan for long term improvements that will strengthen this vital roadway long into the future and leading with equity.

 

Through her positions as City Councilmember of Vallejo and Solano County Supervisor, Hannigan has worked tirelessly to improve the lives the of the community.  For children from conception through 5 years, to school age, to working families and retired seniors, Hannigan finds a way to help meet the needs of people throughout their lives.

 

ALTERNATIVES:

 

The Board could choose not to adopt and present a plaque and resolution of appreciation; however, this is not recommended because this is an opportunity to recognize Supervisor Erin Hannigan’s dedication and outstanding contributions to the County.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
