DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Authorize the Director of Resource Management to award and execute a $2,548,505 construction contract with Swierstok Enterprise, Inc to replace the Rio Vista Corporation Yard garage structure and Benicia Communication storage building; and
2. Authorize the Director of Resource Management to make necessary amendments to the executed contract, with County Counsel concurrence, within budgeted appropriations.
SUMMARY:
On October 1, 2024 the Solano County Board of Supervisors authorized the Director of Resource Management to solicit bids, award, and execute a construction contract for $2,200,000 for the Rio Vista Corporation Yard Garage and Benicia Communication Tower Project. After solicitation, the lowest responsive and responsible bid, submitted by Swierstok Enterprise, Inc., exceeded the engineer’s original estimate by $348,505.00 for the Rio Vista project portion. There was no overage on the Benicia Communication Tower project portion.
FINANCIAL IMPACT:
The $348,505.00 increase over the original project estimate will be paid for by the County Road Fund, with no impact to the General Fund. The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.
DISCUSSION:
Rio Vista Corporation Yard Garage / Benicia Communications Storage Building Project ($2,548,505.00)
The Rio Vista Corporation Yard and the Benicia Communications Tower site each have aging structures that require replacement. These replacements will be completed under a single construction contract.
• The Rio Vista garage, constructed in the 1950s, is deteriorated and requires demolition. The work includes lead and asbestos surveys for safe material disposal. The replacement will be a steel garage with added storage, security lighting, and a truck wash facility.
• The existing equipment storage building at the Benicia Communications site will be replaced with a new structure adjacent to the current one. The project scope includes site grading, foundation work, structure placement, electrical work, and grounding. Communications equipment will be relocated without interruption to service, after which the old structure will be demolished.
The Department of Resource Management (DRM) initially solicited bids in January 2025. The three bids received at that time significantly exceeded the engineer’s estimates. After modifying the project scope and reevaluating current market trends, the project was re-bid.
On May 15, 2025, DRM received three new bids, with Swierstok Enterprise, Inc. submitting the lowest responsible bid at $2,548,505.00. DRM staff recommend awarding the contract at this amount to maintain the project timeline and avoid further delays. Due to the multi-agency nature of the project, timely execution is necessary.
ALTERNATIVES:
The Board may choose not to authorize the additional funds to award or execute this contract. This is not recommended as the contract is necessary to advance and complete the Department’s work plan, expend obligated federal funds and Resource Management Projects anticipated in the Capital Improvement Plan (CIP).
OTHER AGENCY INVOLVEMENT:
The City of Benicia and the Department of Information Technology were involved in the Benicia Communications site project portion of this request.
