DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology recommends the Board of Supervisors adopt a resolution and plaque of appreciation honoring Ross A. Cardno, upon his retirement from the Solano County Department of Information Technology, with over 29 years of dedicated public service to Solano County.
SUMMARY/DISCUSSION:
Ross A. Cardno started his career in Solano County as a Communications Technician II with the Department of General Services on February 22, 1988. He was promoted to Communication Technician, Senior on June 24, 2001 and promoted to Communications Supervisor on April 22, 2007.
Over the course of almost three decades, Ross has worked to rebuild and expand the County’s public safety communications systems including work to extend Bay Area-wide regional emergency communications capabilities into Solano County. Ross has been the County’s radio communications expert, responsible for designing and building the County’s simulcast radio over internet protocol land mobile radio system giving emergency responders interoperable communications capabilities over 800MHz, 700MHz, and the County’s VHF frequencies. He has been responsible for implementation of the County-wide microwave backbone and the construction of radio sites and towers in Vallejo, Cement Hill, Redtop, Rio Vista, Benicia, Dixon, Fairfield, Putah Creek, and on Mount Vaca, in addition to repeater sites at Jail facilities, Juvenile Hall, and the Courts.
Over years of dedicated service, Ross has been responsible for everything from programming portable and mobile radios, to the complete maintenance and operation of the County’s radio transmission sites, to developing signal propagation studies and working on radio channel and system coordination, frequency licensing and Federal Communications Commission (FCC) approvals. Ross has also managed projects to design, develop, and deliver the County’s mobile emergency communications vehicles.
Throughout his 29 year career with Solano County, Ross has shown a commitment to public service and the first responder community. He has effectively provided quality services in a professional manner as a Communications Supervisor at the Solano County Department of Information Technology supporting the public safety and emergency communications needs of the County and its municipalities.
Ross will be retiring on September 22, 2017. His technical abilities, inventiveness, professionalism and dedication to helping the citizens of Solano County will be greatly missed.
FINANCIAL IMPACT:
The cost of providing this resolution and plaque of appreciation is included in the County’s FY2016/17 Adopted Budget. There is no additional impact to the General Fund.
ALTERNATIVES:
The Board could choose not to adopt this resolution and plaque of appreciation. This is not recommended as this is an opportunity to recognize Ross A. Cardno’s dedication and contributions to Solano County.
