DEPARTMENTAL RECOMMENDATION:
The Department of Health & Social Services (H&SS) recommends the Board of Supervisors:
1. Approve a Master Agreement with Seneca Family of Agencies for the period of July 1, 2026, through June 30, 2027, to provide behavioral health outpatient services;
2. Approve a Master Agreement with St. Joseph’s Behavioral Health Center for the period of February 1, 2025, through June 30, 2027, to provide behavioral health residential services;
3. Ratify 19 Master Agreements previously executed to ensure continuity of critical services including acute inpatient, residential and outpatient services; and
4. Delegate authority to the Director of Health and Social Services to execute the Master Agreements, and any future Master Agreements or amendments, with the concurrence of County Counsel, for specialty behavioral health services facilities through the period ending June 30, 2027.
SUMMARY/DISCUSSION:
The County is mandated to provide specialty mental health services across outpatient, residential, and inpatient levels of care. To prevent service delays when clients require immediate placement, the H&SS Behavioral Health Division utilizes Master Agreements which set overall terms of admission and allows facilities to admit individual clients upon signing an Admission Agreement. Signing authority for Admission Agreements is delegated under the H&SS Master list Contracts FY2026/27 (File #26-521) approved by the Board on June 23, 2026. This delegated process supports timely placement and helps ensure uninterrupted access to essential services.
Health and Social Services requests the Board’s approval of two new Master Agreements and ratification of 19 Master Agreements that were executed to ensure continuity of critical services. During recent administrative and contract workflow reviews, it was identified that these agreements require formal delegation of signature authority. Ratification by the Board will align these agreements with the required approval structure and allow services to continue without interruption.
These agreements include a mix of service types, such as locked inpatient psychiatric hospitals, Adult Residential Treatment Facilities, and specialty mental health services, with multiple practitioner types providing outpatient services. Solano County does not provide these services, which are critical to ensuring a safe, structured, and therapeutic environment for children, adolescents, adults, and older adults experiencing acute psychiatric crises.
FINANCIAL IMPACT:
Funding for the Master Agreements and the subsequent admission agreements issued under them is provided by the 1991 Realignment, the 2011 Realignment, the County General Fund, Private Payers, Short-Doyle Medi-Cal Federal Financial Participation (FFP), and the Mental Health Block Grant (MHBG). Appropriations are included in the FY2026/27 Working Budget, and there is no additional impact on the County General Fund.
ALTERNATIVES:
The Board may choose not to approve or ratify the agreements, or to delegate to the Director of Health and Social Services the execution of any future Master Agreements for specialty mental health services. This is not recommended because the State of California mandates that the County provide these services, including, but not limited to, specialty mental health services, residential treatment, and inpatient services. This ratification will ensure that services continue to be provided to these clients.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the contracts for legal sufficiency.
