DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve an agreement for $168,400 with State Roofing Systems, Inc. of San Leandro for the Cordelia Warehouse Roof Recoating Project at 2543 Cordelia Road in Fairfield; and

 

2.                     Authorize the County Administrator or designee to execute the agreement and any amendments within the approved project budget.

 

SUMMARY:

 

The Department of General Services is recommending the Board of Supervisors approve an agreement for $168,400 with State Roofing Systems, Inc. as the lowest responsible bidder for the Cordelia Warehouse Roof Recoating Project at 2543 Cordelia Road, in Fairfield.

 

FINANCIAL IMPACT:

 

The total approved budget for the Cordelia Warehouse Roof Recoating (Project) is $300,000 (Budget Unit 1711) funded from FY2019/20 General Fund - Capital Renewal Reserve. The total project cost is estimated to be $300,000 and includes the recommended construction contract for $168,400, project management costs of $33,000, engineering and design fees of $38,000, permits and inspections of $6,000; miscellaneous expenses (Advertising, Prints, Mailing, etc.) of $2,000; and project contingencies of $52,600. The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2019/20 Adopted Budget.

 

DISCUSSION:

 

The Project consists of the repair and restoration of the metal roofs for the Weights and Measures Warehouse Building B and the Solano County Surplus Warehouse Building C at 2543 Cordelia Road. The scope of work includes the cleaning and reattachment of existing metal panels and the installation of new metal panels as required. The existing skylights will be covered and sealed to prevent further leaking. All roof surfaces and areas susceptible to water intrusion will be prepared and coated with an elastomeric membrane to achieve a watertight condition with an anticipated useful life of approximately fifteen (15) years.

 

The Project was advertised as required by Public Contract Code. A total of Six bids were received with State Roofing Systems, Inc. as the lowest responsible bidder. The Department of General Services is recommending the Board approve a contract for $168,400 with State Roofing Systems, Inc. of San Leandro to construct the Project.

 

ALTERNATIVES:

 

The Board could reject, postpone, or direct staff to re-bid the project. These actions are not recommended because the work will repair leaks in the buildings’ roofs, material cost escalation could be incurred and, if delayed, the project would likely not be completed until the Spring of 2020 due to seasonal wet weather.  In addition, the bid process was conducted in conformance with the Public Contract Code.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of General Services’ Capital Projects Management Division coordinated with the Department of General Services’ Facilities Operations Division during preparation of the plans and technical specifications for the project. County Resource Management Department reviewed and approved Project plans. County Counsel reviewed and approved the contract as to form.
