DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve a three-year contract for a total not to exceed $316,709 with Western States Fire Protection for preventative maintenance, repair, and annual State-mandated inspections of County fire protection equipment from August 1, 2024 to July 31, 2027; and
2. Authorize the County Administrator or designee to execute the agreement and any subsequent amendments, with County Counsel concurrence, within the project-approved budget.
SUMMARY/DISCUSSION:
The Department of General Services is recommending the Board approve a three-year contract (Attachment A) for $316,709 with Western States Fire Protection as part of a Cooperative Contract for preventive maintenance, repair, and annual State-mandated inspections for fire protection equipment. Western States Fire Protection is a State-certified provider of maintenance to fire safety items which include fire alarms, fire sprinklers, fire pumps, and kitchen hoods across 25 County sites.
Western States Fire Protection has been in business since 1985, is State of California certified, and is a local business based out of Hayward, CA. They have the needed expertise to service all fire protection equipment within Solano County.
FINANCIAL IMPACT:
The total cost for the three-year contract is $316,709, with $94,793 to be expended out of the General Services Facilities Operations budget (BU 1652) for FY2024/25. The cost for Year Two in FY2025/26 will also be $94,793, and Year Three in FY2026/27 will increase to $127,123. Years Two and Three will be included in the department’s requested budgets for those years.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board may choose not to authorize the execution of this contract and maintenance can be performed on an ad hoc basis. All maintenance and annual State-mandated inspections must go through State-certified workers and will have to be contracted out. This is not recommended as it will cause delays in meeting State requirements and performing repairs that could impact the operations of County facilities.
OTHER AGENCY INVOLVEMENT:
County Counsel reviewed and approved the contract as to form.
