DEPARTMENTAL RECOMMENDATION:

 

Staff recommends the Board of Supervisors receive a presentation from the Department of General Services on the selection of Ellen Hudson as the May 2026 “Employee of the Month” for the County Administration Center Parking Program; as such, the designation will make her eligible to use the parking space designated for this honor.

 

SUMMARY/DISCUSSION:

 

On September 13, 2005, the Board of Supervisors established the County Administration Center (CAC) "Employee of the Month Parking" program for County employees. Each month a County department is designated to select one of its employees as "Employee of the Month".

 

The month of May has been designated as the month for the Department of General Services to recognize one of our exemplary employees. Ellen (Lee) Hudson was selected for this honor.

 

Ms. Hudson began her full-time career with the County in December 2021 as a Senior Capital Projects Coordinator with the Department of General Services.  She holds a Bachelor of Science degree in Facilities Engineering Technology from California State University Maritime Academy.

 

Prior to joining the County, Ms. Hudson began her career in facilities operations and later expanded into project management within biotech and commercial environment, with experience in tenant improvements, laboratory upgrades, general facility improvements, and ground-up construction.  A notable project included delivery of a new mass timber commercial building in South San Francisco, featuring a customized, award-winning design developed in collaboration with a team of seasoned consultants. Solano County benefits from the depth of experience she brings to the Capital Projects Management Division.

 

Since joining the county, Ms. Hudson has demonstrated strong capabilities in both standard and more complex capital projects delivery processes. Over the past year, she has provided guidance and support to newly onboarded project coordinators, demonstrating initiative and leadership.  She is well regarded by colleagues, clients, consultants, and contractors, and is frequently recognized for her collaborative approach and professionalism.

 

In her current role, Ms. Hudson applies her experience to the delivery of a variety of capital projects. These include water system infrastructure, boater access, and waterfront access upgrades at Lake Solano Park; accessibility upgrades at Sandy Beach Park; Countywide EV charging station planning; the Fairfield Library Literacy Program remodel; security camera upgrades at 275 Beck Avenue; the Human Resources meeting room conversion at the CAC; and oversight of exterior refurbishment and repainting of 701 Texas Street.

 

In addition, Ms. Hudson leads competitive solicitations for professional consulting and construction services. She also supports the Division’s transition from legacy systems to web-based procurement and project management platform to improve efficiency and project delivery.

 

As a valued member of the General Services team, Ellen Hudson exemplifies commitment to the Department through her organization, initiative, professionalism, collaborative approach, and positive attitude.

 

FINANCIAL IMPACT:

 

No financial impact is associated with this item.  The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board of Supervisors could elect to acknowledge someone else as the Employee of the Month; however, this alternative is not recommended as Ellen Hudson deserves the Department’s recognition.
