DEPARTMENTAL RECOMMENDATION:

 

Supervisor Hannigan recommends that the Board of Supervisors approve and present a plaque of appreciation honoring Josette Lacey, District 1 Representative for Supervisor Erin Hannigan, upon her retirement, with over 10 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION:

 

Born and raised in the city of Vallejo, Josette Lacey grew up under the care of her great-grandmother who instilled the values of hard work and tenacity.  From a young age she witnessed the critical role health and social services play in shaping lives.  Her life was not always easy as a child, but those challenges shaped resilience and fueled her passion for helping others overcome adversity. 

 

Being the mother of three has been her most rewarding and grounding experiences, shaping her perspective on the importance of family, community and creating opportunities for future generations.  Josette’s husband of 34 years has been her steadfast partner, supporting her journey both personally and professionally.

 

Ms. Lacey began her career in Solano County as a Board Aide for Supervisor Hannigan in 2015.  Her dedication and work ethic quickly led her to a transition from a part-time role to a full-time position as a District Representative.  Throughout her tenure, she has made significant contributions to the success of District One, particularly to the City of Vallejo.

 

Ms. Lacey’s ability to collaborate and build strong connections has fostered a positive and productive work environment, making her an invaluable asset to the Solano County Board of Supervisors.  She has consistently demonstrated a deep commitment to her community, serving as a trusted resource for constituents, stakeholders, county and city staff, and families in need.

 

Prior to serving as Hannigan’s District Representative, Ms. Lacey worked as the Director of a before and after school program for 17 years supporting children through education, her experience at the Vallejo Chamber of Commerce highlighted valuable understandings of economics and governmental dynamics, volunteering in her community and specifically being a proud member of Soroptimist International of Vallejo reflects her dedication to uplifting others and fostering growth, humanity and kindness.

 

Ms. Lacey’s legacy of service, marked by her dedication to forging meaningful relationships and addressing the needs of her community will undoubtedly leave a lasting impact on Solano County.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2024/25 Working Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to adopt and present a plaque of appreciation; however, this is not recommended because this is an opportunity to recognize Supervisor Erin Hannigan’s District Representative’s outstanding contributions to the County.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
