DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office recommends the Board of Supervisors receive a presentation on Solano County’s winter storm preparedness, flood prevention efforts, and regional emergency response coordination.
SUMMARY / DISCUSSION:
The National Weather Service is predicting a near 100% chance of a very strong El Niño this fall and winter potentially bringing increased storm activity and precipitation. Historically, strong El Niño winters in Northern California have been equally likely to be very wet, near normal, or very dry. The County Administrator’s Office, in coordination with the Sheriff’s Office of Emergency Services (OES), General Services and Resource Management, will present an overview of preparations for the 2026-27 winter storm season. Topics include the seasonal storm outlook, the State’s September 21, 2026, emergency proclamation and local proclamation activity, and coordination among County departments and regional partners.
General Services will review County facility readiness and wet-weather preparations for the Asset Protection Project. Resource Management will discuss year-round road and drainage maintenance, storm response and landowner maintenance responsibilities. Attachment A includes flood maps for all five supervisorial districts to support discussion of preparation activities. OES will address the State’s recent emergency proclamation, regional coordination, mutual aid and actions residents can take before, during and after storms.
The presentation will highlight ongoing work to reduce storm risks, protect County assets and maintain essential services, while recognizing that changing conditions require continued monitoring and coordination throughout the season.
FINANCIAL IMPACT:
The costs associated with preparing this agenda item are nominal and absorbed by the Department's FY2026/27 Working Budget.
ALTERNATIVES:
The Board may elect not to receive the presentation. This is not recommended because it provides an opportunity to review County preparations and share preparedness information with the public.
OTHER AGENCY INVOLVEMENT:
Solano County Administrator’s Office staff consulted with the department of Resource Management, General Services and the Sheriff’s Office of Emergency Services to prepare this presentation.
