DEPARTMENTAL RECOMMENDATION:
The Vacaville Fire Protection District recommends the Board of Directors:
1) Accept two grant awards totaling $709,464 from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) for the purchase of a water tender apparatus and a personal protective equipment extractor for the Vacaville Fire Protection District;
2) Authorize the Interim District Administrator or their designee to sign any documents and approve any amendments required to receive these grant awards and to make the necessary purchases;
3) Approve an Appropriation Transfer Request totaling $744,938 recognizing revenues totaling $709,464, increasing expenditures from contingencies for a match requirement totaling $35,474 and increasing expenditures by $744,938 (4/5 vote required);
4) Declare one 1971 Ford C-750 C-Series water tender as surplus District property; and
5) Authorize the Interim Fire Chief, or designee, to dispose of the surplus property.
SUMMARY/DISCUSSION:
The Vacaville Fire Protection District has been awarded two FEMA Assistance to Firefighters Grants (AFG) totaling $709,464. These grants will support critical fire protection and life safety needs for the District, enhancing operational readiness, firefighter safety, and service delivery to the community by providing funding for the purchase of a water tender and a personal protective equipment extractor. Acceptance of this grant requires formal Board of Directors action authorizing the District to receive the funds.
This grant will allow for the replacement of the District’s 1971 Ford C-750 C-Series water tender as surplus District property, allowing the District to surplus this apparatus by public auction or other competitive process, and to execute any documents necessary to effectuate such disposition.
Grant funds will be used in accordance with FEMA AFG program requirements and the approved scope of work. The funding will directly benefit District personnel and the residents served by improving emergency response effectiveness and compliance with applicable standards. Acceptance of the grant does not negatively impact existing service levels and supports the District’s long-term strategic and operational goals. The Interim District Administrator will execute the grant agreement documents, purchasing agreements, and any required amendments, while the Interim Fire Chief will oversee grant administration, compliance, reporting, and procurement requirements as mandated by FEMA.
FINANCIAL IMPACT:
The District will receive $709,464 from FEMA Assistance to Firefighters Grant Program and will provide a 5% match from District fund balance, totaling $35,474 and authorized by the requested ATR.
ALTERNATIVES:
The Board may choose not to approve this Appropriation Transfer Request. This is not recommended as the water tender apparatus, and the personal protective equipment extractor will be 95% reimbursed by Grant revenue.
