DEPARTMENTAL RECOMMENDATION:
Supervisor Mashburn requests that the Board of Supervisors waive the term limit and approve the reappointment of Lee Williams for a term to expire August 1, 2029; and approve the appointment of Joe Joyce for a term to expire August 1, 2027 to serve on the Solano County Fair Association Board of Directors representing District 5.
SUMMARY/DISCUSSION:
For Lee Williams and Joe Joyce, serving on the Solano County Fair Association (SCFA) Board of Directors is about protecting Solano County’s rich agricultural heritage and educating future generations and their families about farming and how food makes its way to the shelves of their grocery stores. They are life-long Solano residents and are passionate about the Fair and its positive impacts on the community through its many exhibits and family friendly opportunities. Mr. Williams and Mr. Joyce are honored to serve and will continue to bring their love of agriculture and community spirit to the SCFA Board.
Mr. Williams has served on the SFCA Board since August 2013, contributing over a decade of dedicated leadership and service. In accordance with the SFCA Board bylaws, members are subject to a 12-year term limit. At its meeting on July 16, 2025, the SFCA Board approved a waiver to this term limit, allowing Mr. Williams to continue serving beyond the standard limit in recognition of his valuable contributions and ongoing commitment to the organization. As required by the bylaws, this waiver must also be approved by the Board of Supervisors.
Mr. Joyce has been serving as the District 3 representative since October 24, 2023. Mr. Joyce recently relocated and is now a resident of District 5. As a result, he is no longer eligible to serve as the District 3 representative. In order to continue his service on the Board, Supervisor Mashburn requests Mr. Joyce be appointed as the District 5 representative.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Adopted Budget.
ALTERNATIVES:
The Board could choose not to reappoint Lee Williams and appoint Joe Joyce, but that is not recommended as they have already been serving on the SCFA Board with distinction and will continue to serve the community well with their commonsense leadership and love of the County’s agricultural heritage.
