DEPARTMENTAL RECOMMENDATION:

The County Administrator’s Office recommends the Board of Supervisors:

1.                     Review and consider approval of Solano County’s proposed 2027 Federal Legislative Platform and proposed 2027 State Legislative Platform;

2.                     Receive an update from staff and the County’s federal legislative advocates, Paragon Government Relations, on federal matters of interest to the County; and

3.                     Receive an update from staff and the County’s State legislative advocate, SYASL Partners, on State matters of interest to the County.

SUMMARY:

Each year, the Board of Supervisors adopts State and federal Legislative Platforms establishing Solano County’s policy priorities and providing direction to staff and the County’s legislative advocates for the upcoming legislative sessions. The proposed 2027 Legislative Platforms provide a framework for advancing the County’s interests, responding to legislation and budget proposals, and pursuing State and federal funding and policy opportunities.

In preparation for the 2027 platforms, the County Administrator’s Office solicited input from County departments and worked with SYASL Partners and Paragon Government Relations to review existing priorities and identify emerging issues. The resulting platforms reflect Countywide operational and policy priorities while providing flexibility to respond to developments throughout the 2027 legislative year.

The presentation will begin with the proposed 2027 Legislative Platforms for the Board’s consideration, followed by a federal legislative update from Paragon Government Relations and a State legislative update from SYASL Partners.

FINANCIAL IMPACT:

The legislative program is designed to result in additional funding and/or cost avoidance relative to Solano County.  The cost of preparing this report and compiling the information is a General Fund cost covered in the County Administrator’s FY2026/27 Working Budget.

DISCUSSION:

The County’s Legislative Platforms serve as the foundation for Solano County’s advocacy efforts in Sacramento and Washington, D.C. Once adopted, the platforms provide direction to County staff and legislative advocates when evaluating proposed legislation, State and federal budget actions, regulatory proposals and other policy matters affecting County operations, programs and residents. They also provide the framework for communicating the Board’s established priorities through position letters, coalition efforts and direct engagement with the County’s State and federal delegations.

The priorities included in the proposed platforms were developed through collaboration with County departments, with input from their professional associations, related nonprofit organizations and the County’s legislative advocates. The proposed platforms retain ongoing County priorities and update language to address emerging challenges and opportunities.

While the platforms are designed to reflect current State and federal issues, new or unforeseen matters may emerge during the legislative session. Staff may return to the Board for consideration and direction on matters not specifically addressed in the approved platforms.

The proposed platforms are provided in red-lined and clean versions to assist the Board in reviewing the changes:

n                     Attachment A - (DRAFT) 2027 Federal Legislative Platform (red-lined)

n                     Attachment B - (DRAFT) 2027 Federal Legislative Platform (clean version)

n                     Attachment C - (DRAFT) 2027 State Legislative Platform (red-lined)

n                     Attachment D - (DRAFT) 2027 State Legislative Platform (clean version)

Once adopted, the 2027 Legislative Platforms will be shared with members of the Solano County Legislative Delegation and made available to the public through the County’s Legislative Affairs webpage. The webpage also provides access to bills tracked by the County, the County’s positions and the status of key legislation.

Attachment E provides a high-level recap of positions taken by the County during the 2026 State legislative cycle and the final disposition of those measures. The recap illustrates how the Board’s adopted legislative priorities were applied during the past year and highlights issues that may continue to inform the County’s advocacy in 2027.
