DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends the Board of Supervisors approve a fourth contract amendment with Meals on Wheels Solano County for $83,761, for a total contract amount of $464,230, to provide senior home risk assessments and fall prevention home assistive devices to older adults for the current period through March 31, 2026; and delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY/DISCUSSION:

 

The Napa/Solano Area Agency on Aging (N/S AAA) distributes funds from the California Department of Aging (CDA) for Planning and Service Area 28 Older Americans Act services. N/S AAA service priorities include nutrition, transportation, emergency housing assistance, and information and referral for the older adult populations in Napa and Solano Counties. With CDA approval, unused funds from the City of Benicia for the California Older Americans Modernization Act are being reallocated to Meals on Wheels Solano.  According to the CDA, the N/S AAA can use additional revenue to supplement currently funded programs. Additionally, N/S AAA has the discretion to contract services using service providers under contract for the current Fiscal Year.

 

The original agreement was approved by the Board June 27, 2023, for $320,000 to provide services to seniors age 60+ and permanently disabled adults who are deemed a fall risk by providing the home assessment and repairs/modifications or assistive devices (any product or system that will help reduce falls - movable) necessary to help them remain independent and lower their fall risk. The first amendment executed May 16, 2024 increased the budget by $20,000 and added 30 additional assessments and 60 assistive devices, for a total contract amount of $340,000. The second amendment executed on January 21, 2025 increased the budget by an additional $20,469 for a total contract amount of $360,469. The third amendment executed on May 20, 2025 increased the budget by $20,000 for a total contract amount of $380,469. This current fourth amendment will add $83,761 for a total contract amount of $464,230 and will serve an additional 50 clients, provide an additional 400 assistive devices and 100 risk assessment and prevention materials.

 

FINANCIAL IMPACT:

 

This amendment is funded by the Older Americans Act and included in the N/S AAA’s FY2025/26 Working Budget. There is no impact on the County General Fund.

 

ALTERNATIVES:

 

The Board may choose not to approve this contract amendment. This is not recommended because these funds will provide vital services to older adults in Solano and Napa Counties.

 

OTHER AGENCY INVOLVEMENT:

 

The Napa/Solano Area Agency on Aging Oversight Board and Napa/Solano Area Agency on Aging Advisory Council were consulted to prepare this Board Item.
