DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve a three-year contract for $406,944 with Dream Ride Elevators of Benicia for the Preventive Maintenance, repairs, and annual mandatory State inspections of 31 County-owned elevators from July 1, 2024 to June 30, 2027; and

 

2.                     Authorize the County Administrator or designee to execute the agreement and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 per fiscal year.

 

SUMMARY / DISCUSSION:

 

The Department of General Services is recommending the Board approve a three-year contract from July 1, 2024 to June 30, 2027 (Attachment A) for $406,944 with Dream Ride Elevators for Preventive Maintenance (PM), repairs, and annual mandatory State inspections for 31 County-owned elevators. Dream Ride Elevators was selected as the best value bidder. Currently Dream Ride Elevators is only contracted to perform the mandatory annual State inspections and maintenance / repairs are completed on an ad hoc basis. A PM schedule will help extend the life cycle of County elevators, reduce downtime due to repairs, and allow for major maintenance event planning.

 

Dream Ride Elevators has been in business since 1983, is State of California certified, and is a local business based out of Benicia. They have the needed expertise to service all elevators within Solano County.

 

FINANCIAL IMPACT:

 

The total cost for the three-year contract is $406,944, with $135,648 to be expended out of General Services Facilities Operations (Budget Unit 1652) in FY2024/25 and the remainder to be expended in subsequent years. The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to authorize the award or execution of this contract and maintenance can continue on an ad hoc basis. All maintenance and annual State inspections must go through State Certified workers and will have to be contracted out. This is not recommended as it will cause delays in performing repairs that could impact the operations of County facilities.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel reviewed and approved the contract as to form.
