DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends the Board of Supervisors:
1. Approve a first amendment with Caminar, Inc., for $90,000 for a total contract amount of $1,399,160 to provide supported employment and educational services to Proposition 36 clients participating in community-based substance use treatment for the current period through June 30, 2027; and
2. Delegate authority to the County Administrator or designee to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999 per fiscal year.
SUMMARY:
Caminar’s Jobs Plus program provides evidence-based supported employment and educational services using an Individual Placement and Support (IPS) model. The IPS program integrates individualized employment support with behavioral health services to assist individuals with mental health or substance use disorders in obtaining permanent and sustainable employment. In alignment with Solano County’s Proposition 36 funding implementation plan and through this recommended amendment, Caminar will serve court-mandated participants referred through Drug Court or Mental Health Diversion Court.
Under the Sierra Health Foundation Subrecipient Agreement with the California Department of Health Care Services, Solano County Health and Social Services, Behavioral Health Division, received $665,151 to expand access to community-based substance use treatment and recovery supports and to develop the infrastructure needed for Proposition 36 outcome tracking and reporting. Caminar’s IPS model, when implemented with clients convicted of Proposition 36-related felonies, will provide structured vocational services to support ongoing recovery and successful completion of treatment programs.
FINANCIAL IMPACT:
The contract amendment will be funded with Proposition 36 allocation. Appropriations for this amendment are included in the Department’s FY2026/27 Working Budget. There is no impact on the County General Fund.
DISCUSSION:
Employment is an important recovery support for individuals with behavioral health and substance use disorder conditions and can improve treatment engagement, housing stability, community integration, and long-term recovery. IPS is an evidence-based supported employment model designed to help individuals obtain and maintain competitive employment based on their goals and preferences.
The recommended amendment would allocate Proposition 36 funding to expand Caminar’s existing Individual Placement and Support program to approximately 20 eligible Proposition 36 participants. Services include engagement, assessment, intake, job development, job coaching, employer coordination, and follow-along support integrated with each participant’s treatment and recovery plan.
The expansion also aligns with Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT), California’s initiative to strengthen community-based behavioral health care for individuals with significant mental health and substance use disorder needs. BH-CONNECT promotes the use of evidence-based practices, including IPS, to improve recovery, stability, and community functioning.
IPS will complement Solano County’s broader forensic behavioral health continuum, including Drug Court, Mental Health Diversion Court, reentry services, Full-Service Partnerships, and services for individuals with co-occurring mental health and substance use disorder conditions. Integrating supported employment into these treatment pathways will strengthen recovery and community reintegration for Proposition 36 participants.
ALTERNATIVES:
The Board of Supervisors could choose not to approve this contract amendment. This is not recommended as the services are required parts of Solano County’s approved Proposition 36 funding implementation plan.
OTHER AGENCY INVOLVEMENT:
The Superior Court of California, County of Solano, will provide the referrals under this amendment.
