DEPARTMENTAL RECOMMENDATION:

 

The County Administrator’s Office recommends the Board of Supervisors:

 

1.                     Approve a first contract amendment with Contra Costa Family Justice Alliance (CCFJA) for $615,000 for a total contract amount of $1,646,168 and extend the term through June 30, 2025 to administer and lead the Family Justice Center - Solano; and

 

2.                     Delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY/DISCUSSION:

 

Utilizing the Request for Qualifications (RFQ 952-0815-23) procurement process in August 2022, The Solano Family Justice Center Advisory Committee, selected Contra Costa Family Justice Alliance (CCFJA) to administer and lead the Family Justice Center meeting the criteria defined in California Penal Code §13750-13751.

 

Through the agreement, CCFJA, an experienced family justice center non-profit organization providing comprehensive services and programs to support healing for survivors of domestic violence, sexual assault, child abuse, elder abuse, and human trafficking, provides services and leadership to the Family Justice Center.

 

The original agreement was for a period of January 1, 2023 - June 30, 2024 for a not to exceed amount of $1,031,168. This first contract amendment will extend the services for one year to June 30, 2025 for $615,000. This amendment continues to include operational costs for the Solano Family Justice Center.

 

The County Administrators Office has continued to work with CCFJA to implement the strategic plan accepted by your Board on August 22, 2023 to include establishing a Steering Committee. This Committee has started developing the recommended workgroups and the County Administrators Office will continue to work with CCFJA and the Steering Committee to ensure that Solano County has a multi-disciplinary service center that meets the complexity of needs for adult and child victims and survivors of domestic violence, sexual assault, child abuse, elder abuse, and human trafficking. In connection with this effort, staff plans to provide annual updates to the Board on the Solano Family Justice Center programs and services.

 

FINANCIAL IMPACT:

 

The total contract amendment is $615,000 for the term July 1, 2024 through June 30, 2025 and has been included in the FY2024/25 Recommended Budget. 

 

The cost associated with preparing this agenda item are nominal and absorbed by the County Administrator’s FY2023/24 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to approve the contract amendment. However, this action is not recommended and CCFJA is a qualified agency and has been working with the County for 18-months to establish and ensure Solano County has a robust Family Justice Center. 

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has approved the contract as to form.
