DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors approve the appointment of Mr. Harold Martin (Business Pilot Member) and the reappointment of Mike Hedrick (Recreational Pilot Member) to the Nut Tree Airport Advisory Committee, for terms to expire on June 30, 2023.
SUMMARY:
The approved By-Laws for the Nut Tree Airport Advisory Committee (AAC) identify a 5-member advisory committee with membership comprised of a Recreational Pilot, a Business Pilot, an Area Resident, a Pilot Association Member and a Vacaville Business Representative (Attachment A). Staff recommends that the Board appoint Mr. Harold Martin as the Business Pilot Member and reappoint current Committee member Mike Hedrick as the Recreational Pilot Member. A public notice solicitation was conducted for persons interested in serving on the Committee. Mr. Martin made application requesting to serve on the Committee and satisfies the requirements of the Business Pilot member. No other applications were received.
FINANCIAL IMPACT:
There will be no financial effect as a result of the recommended action. Members of the Airport Advisory Committee volunteer their time. The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2018/19 Adopted Budget.
DISCUSSION:
Mr. Harold Martin is a professional commercial airline pilot, an aircraft owner, and is based at Nut Tree Airport. Mr. Martin also has a United State Air Force aviation background. Mr. Martin desires to serve on the Airport Advisory Committee. If approved by the Board, Mr. Martin would serve as the Business Pilot Member. The previous Business Pilot Member recently resigned from the Airport Committee due to other commitments.
Mr. Mike Hedrick has served on the Airport Committee since 2011 as the Recreational Pilot Member. While serving on the Airport Committee Mr. Hedrick was involved with important recommendations to the Board including the Airport Master Plan, Airport Business Plan, capital improvement projects, and more recently the new County hangar project. Mr. Hedrick desires to continue his service on the Airport Advisory Committee.
ALTERNATIVES:
The Board could choose not to approve the recommended appointments. This is not recommended as the action is consistent with the Board approved By-Laws for the Nut Tree Airport Advisory Committee.
OTHER AGENCY INVOLVEMENT:
The recommended appointment was discussed with the Board of Supervisor member representing District 4. The Clerk of the Board’s Office assisted with the member solicitation process.
