DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Approve two 3-year security systems maintenance agreements with Honeywell Building Solutions of Sacramento for the period September 1, 2026 through August 31, 2029, one in the amount of $145,846 for the County Administration Center (CAC) campus in Fairfield and another in the amount of $145,734 for Health and Social Services campuses in Fairfield, Vacaville, and Vallejo; and
2. Authorize the County Administrator or designee to execute the agreements and any amendments, with County Counsel concurrence, within the approved budget.
SUMMARY/DISCUSSION:
The Department of General Services recommends approval of two security systems maintenance agreements with Honeywell Building Solutions utilizing the U.S. General Service Administration (GSA) Multiple Award Schedule (MAS) cooperative purchasing program, an authorized procurement method under County’s Purchasing Policy. The agreements will provide maintenance and technical support services for security systems located at the CAC campus (Attachments A) and Health and Social Services (H&SS) campuses in Fairfield, Vacaville, and Vallejo (Attachment B).
The County relies on these security systems to support facility access control, video surveillance, and protection of County staff, visitors, and assets. Services provided under the agreements include preventative maintenance, software updates, troubleshooting, repairs, and technical support for access control systems, video surveillance equipment, and associated servers.
Honeywell Building Solutions is the incumbent service provider and system integrator for the Cunty’s existing security systems. Continued maintenance by Honeywell provides continuity of service and timely support for critical security infrastructure. The proposed agreements provide 133 annual maintenance hours for the CAC campus and 200 annual maintenance hours for H&SS campuses.
FINANCIAL IMPACT:
The total cost for a three (3) year agreement is $145,846 (Year 1 - $77,602, Year 2 - $33,452, Year 3 - $34,791) for the CAC campus and $145,734 (Year 1 - $46,228, Year 2 - $48,540, Year 3 - $50,966) for H&SS campuses. The agreements are financed from the General Fund Facilities Operations Budget Unit 1652.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board could choose not to approve the proposed maintenance agreements or direct staff to pursue alternative procurement options. These actions are not recommended because failure to maintain the County’s security systems could increase operational and security risks, result in higher service costs, and delay response times for system failures affecting access control and video surveillance systems.
OTHER AGENCY INVOLVEMENT:
County Counsel provided legal guidance and approved the agreements as to form.
