DEPARTMENTAL RECOMMENDATION:
The Director of Library Services recommends that the Board of Supervisors:
1. Approve a contract with the Solano County Library Foundation in the amount of $140,525.00 for a term of June 1, 2025 through June 30, 2026 for administrative support and to serve as the fiscal agent for Solano County Library’s family literacy youth tutoring program, Libraries Leading to Reading; and
2. Authorize the Director of Library Services to execute the contract and any associated extensions or amendments, with County Counsel concurrence, which are technical or administrative in nature, have no fiscal impact, and are within the guidelines of County policies.
SUMMARY:
Solano County Library is preparing for its 2025 Libraries Leading to Reading youth literacy program, which matches students and tutors for five to seven weeks of one-to-one tutoring, utilizing principles based on the Science of Reading. Solano County Library seeks support for this program from the Solano County Library Foundation, a 501(c)(3) nonprofit organization, to provide administrative program support and serve as the fiscal agent for the 2025 Libraries Leading to Reading program.
FINANCIAL IMPACT:
There will be no impact to the County General Fund. Funding for this contract will be absorbed by the Library’s FY2024/25 Working Budget.
DISCUSSION:
Solano County Library is preparing for its 2025 Libraries Leading to Reading youth literacy program. The program matches selected students with tutors for five to seven weeks of one-to-one tutoring, utilizing principles based on the Science of Reading which incorporates phonemic awareness, phonics, vocabulary, fluency, and comprehension in a fun and engaging way. The program’s mission is to strengthen youth literacy skills, build confidence, empower young minds, and inspire a lifelong love of reading. The goal this year is to engage 100 youth and 23 tutors.
Incorporated in 1994, the Solano County Library Foundation’s mission is to support the programs of the Library and the literacy and lifelong learning needs of the community it serves. The specific and primary purposes and activities for which the Solano County Library Foundation is organized are the receiving of grants, donations and contributions, and the application of funds so received to promote and advance educational, informational, and recreational literary activities and lifelong learning opportunities through free access to library services for the benefit of the public.
ALTERNATIVES:
The Board could elect to direct the Library to develop individual contract worker agreements for each tutor; however, this is not recommended because approving these contracts on an individual basis would require significant staff time and may disrupt program services to participants.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the contract for legal sufficiency. The Solano County Library Foundation has agreed to provide administrative services for the program.
