DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology (DoIT) recommends that the Board of Supervisors:
1. Approve a contract with Ukund Inc. for $180,000 to provide PDF remediation and accessibility compliance services for Solano County’s public-facing documents for a term of December 3, 2025 through December 3, 2026; and
2. Authorize the County Administrator to execute the contract and any amendments, with County Counsel concurrence, up to a total aggregate of $74,999; and
3. Approve an Appropriation Transfer Request (ATR) of $180,000 to move existing appropriations from salary savings to fund the contract
SUMMARY / DISCUSSION:
The Department of Information Technology (DoIT) seeks approval to enter into a one-year contract with Ukund Inc. to perform digital accessibility remediation for County documents to ensure compliance with the Americans with Disabilities Act (ADA) and Section 508 of the Rehabilitation Act. On April 24, 2024, the Federal Register published the Department of Justice’s (DOJ) final rule updating its regulations for Title II of the Americans with Disabilities Act (ADA) to include new accessibility standards for public-sector websites and digital services. Counties serving populations of 50,000 or more must meet Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standard by April 24, 2026.
When Solano County went live with the new solanocounty.gov website in June 2025, the new website pages met the WCAG 2.1 AA standard. However, the standard also applies to documents on the website, which are not yet all meeting this standard. In addition, as changes are made to the website, periodic compliance testing is required to ensure that the pages still meet compliance.
Ukund Inc. will identify, assess, and remediate all publicly available PDF documents hosted on County websites and subdomains to ensure accessibility for individuals using assistive technologies. The vendor will apply accessibility tags, validate document structures, verify color contrast and alternative text, and perform quality assurance testing using screen reader tools such as JAWS, NVDA, and VoiceOver.
This work will be performed in phases that include discovery and inventory, remediation, quality assurance, and compliance verification. The contract also includes deliverables such as accessibility conformance reports, batch-level validation certificates, and optional staff training to maintain compliance standards.
This project provides inclusive and transparent digital access to all residents and supports the County’s broader digital accessibility initiative.
FINANCIAL IMPACT:
The total cost of this contract is $180,000 for the term of December 2, 2025, through December 2, 2026. The Department of Information Technology will utilize existing salary savings to fund the project through the execution of Appropriation Transfer Requests (ATRs). No additional General Fund contribution is required.
ALTERNATIVES:
The Board may choose not to approve this contract or the associated ATR. However, this is not recommended as without this contract, the County will be unable to ensure ADA and Section 508 compliance for its public-facing documents, which could result in accessibility complaints, compliance risk, and diminished access to County services for residents with disabilities.
OTHER AGENCY INVOLVEMENT:
County Counsel and the County Administrator’s Office have reviewed and approved the contract as to form and content.
