DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services (GSD) recommends that the Board of Supervisors:

 

1.                     Approve the Notice of Completion (NOC) for the Health and Social Services (H&SS) Public Reception Updates Project (Project) located at 275 Beck Avenue in Fairfield and 365 Tuolumne Street in Vallejo constructed by PRIDE Industries One, Inc. of Roseville; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On September 14, 2021, the Board awarded a construction contract to PRIDE Industries One, Inc. to provide construction services for the Project located at 275 Beck Avenue in Fairfield (APN 0028782050) and 365 Tuolumne Street (APN 0057140010) in Vallejo. During the course of construction, the quality of work satisfied the requirements of the construction documents and has been deemed code compliant. GSD is requesting that the Board approve the NOC for the Project and authorize the Clerk of the Board to record the document in order to release retention funds held by the County.

 

FINANCIAL IMPACT:

 

The Board approved $975,000 from the Accumulated Capital Outlay Fund 1798 to fund the project. The construction contract with Pride Industries was for $424,135 and (1) contract change order was issued for $2,434, resulting in a final construction contract of $426,569.The total project cost, including architectural and engineering design fees, permits, inspections, project management, and furniture is $842,885. Remaining project funds of $132,115 will reside in Project Budget Unit 1798, to be used on further H&SS public lobby upgrades, as additional funding is approved. The Project budget and expenses are summarized in Attachment B.

 

DISCUSSION:

 

Project goals included improved customer service via refreshed lobby space, code upgrades, increased security and privacy at the front counter, and a more comfortable working environment for staff. The project included public reception space renovations in the Employment & Eligibility Services lobbies of 275 Beck Avenue, Fairfield, and 365 Tuolumne Street, Vallejo, featuring updated finishes, new service transaction windows, and counters with drop-in trays. Reception staff received new sit-stand desk work surface systems for improved ergonomics.

 

Further public reception lobby improvements are proposed at William J. Carroll Government Center Eligibility and Employment Services located at 1119 East Monte Vista Avenue in Vacaville, and at Women Infants and Children (WIC), Children’s Mental Health and Adult Mental Health services located at 2101 Courage Drive in Fairfield, as additional funding is approved.

 

ALTERNATIVES:

 

The Board could choose not to execute and record the NOC. This action is not recommended because Pride Industries One, Inc. has successfully fulfilled the terms of the contract. Failure to adopt the NOC will prevent release of retention, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Resource Management Building and Safety Division provided building inspection and code compliance services for the Project; the Department of Information Technology assisted with data cabling services; and County Counsel reviewed contracts for form.

 

CAO RECOMMENDATION:

 

APPROVE DEPARTMENTAL RECOMMENDATION
