DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends the Board approve Side Letter agreements with Service Employees International Union, Local #1021 (SEIU) representing Units 2, 7, 9, and 5; the Union of American Physicians and Dentists, Unit #11; and the Association of Mid-Management Professionals at Solano County, Unit #16 (AMMPS) to update the recruitment and retention payment program terms and conditions for specified classifications subject to and effective as of the date of approval by the Board of Supervisors through October 25, 2025; and Ratify the Human Resources Director’s signature on the side letters.
SUMMARY/DISCUSSION:
The Department of Health and Social Services (H&SS), Family Health Services Division entered into a grant agreement with Partnership HealthPlan (PHC) of California under which PHC offers recruitment and retention stipends for specified County job classifications, under specified terms and conditions (Attachment A), for newly hired staff in the Family Health Services clinics. The grant program is a continuation of the recruitment and retention program PHC has offered for several years, updated to include additional PHC member counties and certain other terms and conditions. In order to continue the program, H&SS requested that the side letters for each bargaining unit representing the impacted job classifications be updated to reflect the new grant.
Representatives of the County and SEIU, the Union of American Physicians and Dentists, and AMMPS have met and conferred in good faith and agreed on the proposed side letters. A copy of each side letter is attached (Attachments B, C, and D).
FINANCIAL IMPACT:
The cost of moving allowance match funds included in the side letters is dependent on the number of newly hired staff in the classifications of physician, clinic physician supervisor, and nurse practitioner/physician assistant who are offered and accept the moving allowance but will not exceed $10,000 per successful recruitment. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board could choose not to approve the side letters; however, the side letters provide for a recruitment and retention bonus at no cost to the County for competitive classifications.
OTHER AGENCY INVOLVEMENT:
None.
