DEPARTMENTAL RECOMMENDATION:
Supervisor Williams requests that the Board of Supervisors authorize the County’s contribution of $5,050 from the General Fund contribution allocated to District 3 to benefit the following organizations, including Mount Calvary Baptist Church ($1,000), Leaders of Men ($700), Filipino-American Community of Fairfield-Suisun-Vacaville ($700), TEAM Hope ($750), Found It! ($1,000), Safequest Solano ($500), and the Vacaville Neighborhood Boys & Girls Club ($400).
SUMMARY/ DISCUSSION:
District 3 has identified seven (7) local non-profit organizations for which to contribute its non-county contribution allocation, including:
Mount Calvary Baptist Church, $1,000
Mount Calvary Baptist Church has a more than 60 history of serving God and the communities of Suisun and Fairfield, California. One of the Church’s core values is to give themselves to the highest good for their brothers and sisters in the community. Mount Calvary Baptist Church’s Food Pantry collects, stores, and distributes food to individuals and families in the Fairfield and Suisun communities facing hunger and food insecurity, ultimately working to end hunger in these communities. These funds will be used by the Mount Calvary Baptist Church to support its Food Pantry.
Leaders of Men, $700
Leaders of Men Inc. is a non-profit organization focused on instilling leadership development skills that teach our young men what is needed to manage your thoughts, emotions, attitudes and actions. They are geared at focusing on ways to work well with others by developing interpersonal skills and the ability to build and maintain relationships by empowering young leaders and giving them the tools to discover the skills to build effective work groups and communication skills. The founder, Anthony E. McDonald Sr., aimed to impart his life experiences to young men, sharing valuable insights and lessons learned. He believes that information and awareness are essential for making informed decisions and overcoming challenges. These funds will be used to support the Leadership Club activities where Respect, Recognizing Your Gifts, Self-Management, Setting Goals and Dressing for Success are the focus.
Filipino-American Community of Fairfield-Suisun-Vacaville, $700
The Filipino-American residents of Fairfield, Suisun and Vacaville are inspired by a sincere desire to unite the Filipino-Americans, to protect their mutual interest, to cultivate and strengthen their social and economic stability, to preserve and promote their cultural heritage, and to enhance a richer cooperation and support among ourselves and nationalities. The Filipino-American Community offers an opportunity for the local community, businesses, individual members and non-members as well, to support and recognize the efforts of young people through the Fil-Am Community Scholarship program. They have historically recognized up to 20 students in a given academic year. The Filipino American Community of Fairfield, Suisun, Vacaville, Inc. (Fil-Am) maintains a scholarship fund for members and the community. Membership funds support the scholarship fund, community events, and other investments. These funds will be used to support the scholarship funds awarded to students of Fairfield, Suisun and Vacaville.
TEAM Hope, $750
The mission of T.E.A.M. Hope is to put on or co-sponsor community projects and events that benefit Children, Veteran Community Events and Giving. These funds will be used as sponsorship funds for the Suisun Downtown Historic Waterfront’s 2nd Annual Cinco de Mayo Festival. The Festival is a vibrant celebration of Mexican culture and heritage. This festive occasion is a mosaic of history, cuisine, and community, bringing together people of all backgrounds to honor the spirit of Mexico and to showcase the richness of Mexican culture throughout Solano county. These funds will be used by T.E.A.M. Hope to provide sponsorship funding for their 3rd Annual Cinco De Mayo festival held on Suisun City Waterfront on Sunday, May 4, 2025.
Found It!, $1,000
Found It! provides peer support and social activities for adults affected by Autism Spectrum Disorder (ASD) and other developmental and intellectual disabilities. Participants must be moderately self-sufficient and able to actively communicate. These funds will be used to provide additional social activities to the program participants in Solano County.
Safequest Solano, Inc., $500
SafeQuest, Solano, Inc. provides prevention education, advocacy, and intervention services to those affected by domestic violence and sexual assault. SafeQuest works with diverse partners to promote individual, family and community transformation and emphasizes client-centered and trauma-informed care. SafeQuest Solano, Inc. is a state-funded rape crisis center and the state-certified domestic violence agency for Solano County. For the last 45 years, they have served all of Solano County (Benicia, Dixon, Fairfield, Rio Vista, Suisun, Vacaville, & Vallejo) by helping survivors write the next chapters in their success story. These funds will be used to support SafeQuest’s advocacy and intervention services throughout Solano County.
The Vacaville Neighborhood Boys & Girls Club, $400
The mission of the Vacaville Neighborhood Boys & Girls Club is to inspire and empower the youth and teens of their community, especially those who need them most, to realize their full potential as productive, responsible, and caring citizens in a fun and safe environment. The Vacaville Neighborhood Boys & Girls Club is recognized as the premier youth development organization in their community. These funds will be used to support Summer Program which provides programs and activities for local youth.
Guidelines for Grant Funding Requests:
During the FY2024/25 Budget Hearings, the Board appropriated $75,000, $15,000 to each supervisorial district, to allow Board members to support community service programs. The Board directed County Counsel to provide guidelines on how to recommend funding for qualifying agencies or programs. The Guidelines are as follows:
1.) Each supervisor must submit the proposed expenditure to County Counsel and the Auditor-Controller for initial review.
2.) The Board must approve the expenditure by a majority vote.
3.) The Board must determine that the expenditure is for a public purpose.
4.) The Board may authorize an expenditure of public funds to a nonprofit organization so long as the County retains ultimate control over the exercise of judgment and discretion of the intended program.
5.) To ensure accountability, all expenditures are subject to periodic audit by the Auditor-Controller; and
a) If the recipient provides an activity, program or service (“activity”), it shall provide an activity report within 30 days of the activity that states the number of persons attending (if applicable) or participating activities carried out, feedback from participants (if applicable) and benefits of the activity. The recipient’s failure to provide a report may result in its being considered ineligible for future funding.
b) If the recipient is purchasing property or making improvements, it shall use the funds for only the specified purposes and allow representatives of the county to inspect and/or audit the purchase or the contractor’s performance, the facility or the portion improved with the funds and/or the records pertaining to the expenditures. The recipient shall retain for inspection and audit purposes any and all books, receipts, documentation and other records of the expenditures for three (3) years from date of receiving funds.
FINANCIAL IMPACT:
The expenditures totaling $5,050 in contributions are included in the Department’s FY2024/25 Working Budget. The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board could choose not to authorize these expenditures; however, this is not recommended as this is consistent with Board policy.
OTHER AGENCY INVOLVEMENT:
There is no other agency involvement.
