DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends the Board adopt a resolution and plaque of appreciation recognizing Urlita Coronel-Mangune, Capital Projects Coordinator-Senior, upon her retirement from Solano County with over 23 years of dedicated public service in the Department of General Services.
SUMMARY/DISCUSSION:
Urlita (Orlie) Coronel-Mangune began her County career in March 2001 as an Architectural Projects Coordinator in the Department of General Services, Architectural Services (now Capital Projects Management) Division and was promoted to the position of Capital Projects Coordinator-Senior on February 14th, 2016, commensurate with the responsibility and experience earned for leading and delivering highly complex capital projects
During her tenure with Solano County, Ms. Coronel-Mangune worked diligently with Architectural Services/Capital Projects Management to support and lead delivery of County projects totaling hundreds of millions of dollars in completed capital projects. Major projects among these are the County Administration Center (CAC), Juvenile Detention Facility (JDF), downtown Fairfield Library and Technical Services renovations, Cordelia branch library, Stanton Correctional Facility, Rourk Vocational Training Center, and the current County Energy Conservation project - the latter three involving over $150 million in State and public financing. Ms. Coronel-Mangune has also been instrumental in coordinating the production of the County’s annual 5-Year Capital Facilities Improvement Plan (CFIP) for over twenty years, helping ensure the timely completeness of information presented.
Ms. Coronel-Mangune began her career in Guam, working on both commercial and U.S. federal projects for Air Force and Navy facilities before accepting the opportunity to join the Solano County projects delivery team. She notes that she began working for Solano County before such technology as MS Teams, Zoom or Messenger, or even cell phones; land lines, fax machines and a new communication technology called e-mail were the tools of the day. Thomas Guides were her Google Maps app. AutoCAD drafting was the new norm, although to this day Ms. Coronel-Mangune has refused to give up the sturdy drafting board still inside her office workspace for producing the occasional hand-sketched illustration.
Ms. Coronel-Mangune has been the most senior Capital Projects Management (CPM) division staff member, serving as both mentor and invaluable resource to her colleagues in CPM. Her familiarity with county stakeholder groups and department representatives, project administration processes, contractual requirements, and technical considerations remains impressive. She has remained adept at leading space programming, estimating, budgeting, cost tracking, stakeholder coordination, meetings, design, furniture planning, bidding, move coordination, construction administration, and project close-out. She enjoys the respect and admiration of her CPM colleagues.
Ms. Coronel-Mangune retires with over 23 years of dedicated public service and as a very valuable member of the General Services team. She will be greatly missed.
FINANCIAL IMPACT:
The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2024/25 Working Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt and present the resolution and plaque of appreciation; however, this alternative is not recommended because Ms. Coronel-Mangune’s service to Solano County is worthy of recognition and provides a positive example for others.
