DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office recommends the Board of Supervisors approve a contract with Contra Costa Family Justice Alliance (CCFJA) with a not to exceed amount of $3,000,000 to administer and lead the Family Justice Center - Solano for the term of July 1, 2025 through June 30, 2030; and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an annual aggregate of $74,999.
SUMMARY/DISCUSSION:
Contra Costa Family Justice Alliance (CCFJA) is an experienced family justice center non-profit organization providing comprehensive services and programs to support healing for survivors of domestic violence, sexual assault, child abuse, elder abuse, and human trafficking, providing services and leadership to the Family Justice Center (FJC).
CCFJA has been the lead operator of the FJC - Solano since January 1, 2023. Since that time, they have efficiently and effectively run the FJC - Solano. The annual cost proposed by CCFJA to run the FJC - Solano has been reduced each year and they not only met but exceeded the desired activities and outcomes set forth for them in their previous contract. As they have unique and specialized experience in providing these services the County Administrator’s Office is seeking a sole source contract with CCFJA for continued administration and leadership of the Family Justice Center - Solano.
The FJC Steering Committee, current FJC Partners, and other key stakeholders were surveyed. Unanimously everyone who responded was either satisfied or highly satisfied with CCFJA services, center atmosphere, partner relationships, and training program. It was also a unanimous decision that the County should continue to contract with CCFJA as the lead operator for the Family Justice Center -Solano. The majority of the responses recommended a 5 year contract.
The County Administrators Office has continued to work with CCFJA to implement the strategic plan accepted by your Board on August 22, 2023 to include establishing a Steering Committee. This Committee has started developing the recommended workgroups and the County Administrators Office will continue to work with CCFJA and the FJC Steering Committee to ensure that Solano County has a multi-disciplinary service center that meets the complexity of needs for adult and child victims and survivors of domestic violence, sexual assault, child abuse, elder abuse, and human trafficking. In connection with this effort, staff plans to provide annual updates to the Board on the Solano Family Justice Center programs and services.
Contra Costa Family Justice Alliance provides quarterly written updates to the County Administrators Office with de-identified information. They last provided a presentation to the Board of Supervisors on activities and accomplishments at the Family Justice Center - Solano on January 14, 2025. CCFJA will return to the Board annually, near the end of January of each year, for a presentation on activities and accomplishments, unless otherwise directed.
FINANCIAL IMPACT:
The total contract not to exceed amount is $3,000,000 for the term July 1, 2025 through June 30, 2030. The contract budget for each fiscal year is $600,000. The contract is primarily funded by the County General Fund. The funding for next fiscal year is included in the County’s FY2025/26 Recommended Budget.
The cost associated with preparing this agenda item are nominal and absorbed by the County Administrator’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board may choose not to approve the contract. However, this action is not recommended, as the CCFJA is a qualified agency, supported by the FJC Steering Committee, current FJC Partners, and other key stakeholders and has successfully operated the Solano Family Justice Center since 2023.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the contract as to form. General Services has approved the sole source justification of the contract.
