DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors:
1. Adopt a resolution authorizing the grant of a non-exclusive easement to Pacific Gas and Electric Company (PG&E) for the installation of EV chargers at the Fairfield Civic Center Library 1150 Kentucky St, Fairfield (APN 0030-330-070); and
2. Authorize the County Administrator to execute the non-exclusive easement deed and any other necessary associated documents, including recording the non-exclusive easement deed as required.
SUMMARY/DISCUSSION:
The General Services Department is recommending the Board approve a resolution (Attachment A) authorizing the grant of a non-exclusive easement to PG&E at 1150 Kentucky St, Fairfield (APN 0030-330-070). The easement is necessary to complete the installation of new EV chargers at the Fairfield Civic Center Library.
The purpose of the recommended resolution is to authorize the County Administrator to execute the non-exclusive easement deed (Attachment B) and any other necessary associated documents, including recording the non-exclusive easement deed as required.
Solano County was selected to join PG&E’s Electrical Vehicle Fast Charge Program and entered into a PG&E Electrical Vehicle Fast Charge Program Contract with EV Charging Solutions, Inc. and PG&E on May 20, 2022, to provide new EV chargers at 1150 Kentucky St, Fairfield (APN 0030-330-070), as shown in Attachment C. An extension of PG&E’s power utilities to the charging stations needs to be constructed from existing PG&E infrastructure to provide electrical power to the chargers. PG&E requires a corresponding non-exclusive easement as a condition of constructing their extension.
FINANCIAL IMPACT:
PG&E has requested a non-exclusive easement for power extensions to new electric vehicle (EV) chargers to be installed in the public parking lot at 1150 Kentucky Street, the Fairfield downtown library. Solano County would grant this non-exclusive easement at no cost to PG&E. Power extension construction costs will be paid for by PG&E. The costs to Solano County to process and record the easement are nominal. The costs associated with preparing this agenda item are also nominal and absorbed by the department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board could elect not to approve the easement; however, this is not recommended because the non-exclusive easement is required to complete the installation of new EV chargers at the downtown Fairfield Civic Center library.
OTHER AGENCY INVOLVEMENT:
Staff has consulted with County Counsel and the County Surveyor in preparing this item and easement deed.
