2) Delegate authority to the County Administrator to execute the agreement and any additional documents related to the sale of the property.
SUMMARY/DISCUSSION:
The purpose of the recommended resolution (Attachment A) is to authorize the execution of a right of way agreement for the sale of the vacant land parcels at State Parcel Nos: 65116-1, 65116-2, 65116-3, and 65118-1; Solano County APNs: 0027-251-490, 0027-510-030 and a portion of 0027-510-290, (Attachment B & C) for a total purchase price of $49,300, less closing costs, to Solano Transportation Agency (STA).
The property will be utilized by STA, in cooperation with Caltrans and the Metropolitan Transportation Commission, to prepare for the construction of the new Interstate 80 Westbound Cordelia Commercial Vehicle Enforcement Facility Project (Project). The Project will replace the existing, outdated, and under capacity westbound scales with a new and modernized facility located approximately 0.7 miles east from its current location in Cordelia.
Public notice of the meeting where this item will be heard was published in the Daily Republic newspaper on July 3, July 10, and July 17, 2024. The notice is included as Attachment D herein. The notice referenced one incorrect APN 0030-295-110, which should have been listed as APN 0027-510-290.
FINANCIAL IMPACT:
Proceeds from the sale will be deposited to the Road Fund for Regional Transportation Project Escrow (Budget Unit 3019). Title and escrow fees will be paid by the Buyer. Any minor closing costs to the County would be paid from the proceeds.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board could choose not to approve the sale of the Property. This alternative is not recommended as it would either require the County to re-negotiate the sale at a greater price and/or risk potentially delaying this important project.
OTHER AGENCY INVOLVEMENT:
Staff has consulted with the Resource Management Department, County Counsel and the County Administrator’s Office in preparing this item.
